Description of programme
"ENI CBC Romania – Moldova"

The general objective of the Romania-Republic of Moldova Joint Operational Programme (JOP)  is to enhance the economic development and to improve the quality of life of the people in the Programme area through joint investments in education, economic development, culture, cross-border infrastructure and health while ensuring the safety and security of the citizens in the two countries. In order to achieve these objectives, the Programme focuses on the following Thematic Objectives (TO):

  • TO1 - Support to education, research, technological development and innovation 
  • TO2 - Promotion of local culture and preservation of historical heritage
  • TO3 - Improvement of accessibility to the regions, development of transport and communication networks and systems 
  • TO4 - Common challenges in the field of safety and security

Description of call
"2nd call for proposals - Soft projects"
Projects should propose joint activities meant to enhance the access to health care in the border are through construction, rehabilitation or modernization of infrastructure of the public health services. Screening labs and strategies for clinical monitoring of diseases and prevention of cross border epidemics should be developed.
Further activities may include: joint training programs; acquisition of specific equipment; awareness campaigns concerning public education on health, diseases and the prevention of epidemics.

  1. A maximum of 4 partners (including the Applicant) participate in the project.
  2. At least one partner in the project is registered in Romania and one partner is registered in Republic of Moldova.
  3. At least two out of the four cross-border cooperation criteria, namely Joint staffing and Joint financing, are fulfilled by the partnership.
Project duration min 12 months
Project duration max 18 months
Type of Funding Grant
Financial details Budget: 1 271 598 €
Co-financing rate: max. 90%
The infrastructure component has to be less than 1 million euro per project.
