Description of programme
"European Instrument for Democracy and Human Rights"

The European Instrument for Democracy and Human Rights (EIDHR) aims at providing support for the promotion of democracy and human rights in non-EU countries. The key objectives of the EIDHR are:

  • Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk
  • Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation
  • Supporting actions in areas covered by EU Guidelines: dialogue on Human rights, human rights defenders, the death penalty, torture, children and armed conflicts and violence against women
  • Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy
  • Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through monitoring electoral processes

The annual action programs define objectives, fields of action, expected results, methods and the amount of financing planned. In unforeseen, exceptional or particularly urgent cases exceptional measures may be taken.

Description of call
"Country-Based Support Schemes (CBSS) - South Sudan"

The global objective of this Call for Proposals is to assist the people of South Sudan in achieving a functioning and sustainable democracy built on the rule of law and the respect of human rights.
The specific objective of this Call for Proposals is to strengthen South Sudanese civil society, human rights defenders and other human rights actors, enabling them to actively promote and protect human rights in a conflict-sensitive way.


All applications must address the following overarching priority:

  • Actions must be designed with a clear conflict-sensitive approach (i.e. activities have to prevent negative and, if possible, maximize positive impacts of the action on conflict and violence factors).

Additional priority (evaluation criterion 1.1, Concept note) will be given to actions that:

  • Target community-based organisations and grass-root movements as well as particularly marginalized communities and those in remote areas in the country.

 

The following will be considered as an added-value (evaluation criterion 1.4, Concept note):

  • Inclusion of concrete prevention/protection/rehabilitation elements, allowing for the exercise of rights in practice.

The applicant may act individually or with co-applicant(s). Applicants who are established in a country other than South Sudan must act with at least one South Sudanese co-applicant.

Financial details

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

  • minimum amount: 100,000 €
  • maximum amount: 400,000 €


Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

  • Minimum percentage: 51% of the total eligible costs of the action
  • Maximum percentage: 95% of the total eligible costs of the action
