Description of programme
"European Instrument for Democracy and Human Rights"

The European Instrument for Democracy and Human Rights (EIDHR) aims at providing support for the promotion of democracy and human rights in non-EU countries. The key objectives of the EIDHR are:

  • Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk
  • Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation
  • Supporting actions in areas covered by EU Guidelines: dialogue on Human rights, human rights defenders, the death penalty, torture, children and armed conflicts and violence against women
  • Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy
  • Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through monitoring electoral processes

The annual action programs define objectives, fields of action, expected results, methods and the amount of financing planned. In unforeseen, exceptional or particularly urgent cases exceptional measures may be taken.

"EIDHR 2019 - Supporting Human Rights Priorities – Global Calls"
The global objective of this call for proposals is to support civil society in protection and promotion of democracy, human rights and fundamental freedoms worldwide.This call for proposals has three lots:
- Lot 1 – Business and Human Rights;
- Lot 2 – Fight against torture and other ill-treatment;
- Lot 3 – Democratic accountability.

Applicant details
In order to be eligible for a grant, the lead applicant must:
Be a legal person or an entity without legal personality  or a natural person;
Be non-profit-making;
Be a non-governmental civil society organisation.
Project duration min 24 months
Project duration max 48 months
Type of Funding Grant
Financial details Total call budget: 18 million €
  • Lot 1: 5 million €
    • Amount per project: between 700 000 € and 1,5 million €
  • Lot 2: 8 million €
    • Amount per project: between 700 000 € and 1,5 million €
  • Lot 3: 5 million €
Co-financing rate: between 51% and 95%
