"ENI CBC Romania – Moldova"

The general objective of the Romania-Republic of Moldova Joint Operational Programme (JOP)  is to enhance the economic development and to improve the quality of life of the people in the Programme area through joint investments in education, economic development, culture, cross-border infrastructure and health while ensuring the safety and security of the citizens in the two countries. In order to achieve these objectives, the Programme focuses on the following Thematic Objectives (TO):

  • TO1 - Support to education, research, technological development and innovation 
  • TO2 - Promotion of local culture and preservation of historical heritage
  • TO3 - Improvement of accessibility to the regions, development of transport and communication networks and systems 
  • TO4 - Common challenges in the field of safety and security

Indicative Beneficiaries for Priority 1.1: Institutional cooperation in the educational field for increasing access to education and quality of education:

 

  • National/ regional/ local public administration and other public institutions
  • Education institutions;
  • NGOs / professional teachers associations/ other relevant associations
  • Health organizations acting to prevent and cope with alcohol and drug abuse. (These beneficiaries are eligible in the context in which they work in association with education institutions).

 

Indicative Beneficiaries for Priority 1.2: Promotion and support for research and innovation:

 

  • Universities,
  • Research institutes/ organizations
  • National/ regional/ local public administration and other public institutions.

 

Indicative Beneficiaries for Priority 2.1: Preservation and promotion of the cultural and historical heritage:

 

  • Museums, cultural/religious/cult institutions
  • National/ regional/ local public authorities and other public institutions ;
  • NGOs, cultural and tourism associations;
  • Local business associations in the domain of traditional and craftsmen activities

 

Indicative Beneficiaries for Priority 3.1: Development of cross border transport infrastructure and ICT Infrastructure:

 

  • National/ regional/ local public administration and other public institutions;
  • State owned companies administrating transport and communication infrastructure

 

Indicative beneficiaries groups for Priority 4.1: Support to the development of health services and access to health :

 

  • National/ regional/ local public administration and other public institutions;
  • National/regional/local/ institutions acting in the field of health and social policies;
  • NGOs, universities and Research organizations;
  • Professional medical and patient associations

 

Indicative beneficiaries for Priority 4.2: Support to joint activities for the prevention of natural and man-made disasters as well as joint action during emergency situations:

 

  • National/ regional/ local public administration and other public institutions, including environmental organizations acting in the area of mitigation of disaster risk and effects and emergency situations;
  • Research organizations, NGOs

 

Indicative beneficiaries for Priority 4.3: Prevention and fight against organized crime and police cooperation:

 

  • Custom services, border police, police, other national/regional/local public institutions acting in the area of crime prevention and police, professional associations; 
  • National/ regional/ local public administration and other public institutions

Financial details

The co-financing rate by the EU is max. 90% of the project budget.

Any grant awarded under this call for proposals must fall between the following minimum and maximum amounts:
