"European Instrument for Democracy and Human Rights"

The European Instrument for Democracy and Human Rights (EIDHR) aims at providing support for the promotion of democracy and human rights in non-EU countries. The key objectives of the EIDHR are:

  • Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk
  • Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation
  • Supporting actions in areas covered by EU Guidelines: dialogue on Human rights, human rights defenders, the death penalty, torture, children and armed conflicts and violence against women
  • Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy
  • Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through monitoring electoral processes

The annual action programs define objectives, fields of action, expected results, methods and the amount of financing planned. In unforeseen, exceptional or particularly urgent cases exceptional measures may be taken.

"European Instrument for Democracy and Human Rights 2017"

The specific objectives of this global call for proposals are to support civil society and human rights defenders working outside the EU in five key areas of human rights corresponding to the five recurring lots of 2014-2017 European Instrument for Democracy and Human Rights global calls for proposals:

  • Lot 1: Supporting Human Rights Defenders in the area of land-related rights, indigenous peoples, in the context of inter alia 'land grabbing' and climate change.
  • Lot 2: Fighting against extrajudicial killings and enforced disappearances.
  • Lot 3: Combating forced labour and modern slavery.
  • Lot 4: Promoting and supporting the rights of persons with disabilities.
  • Lot 5: Supporting freedom of religion or belief.
In the first instance, only concept notes must be submitted for evaluation.

  • be a legal person or an entity without legal personality or a natural person and
  • be non-profit-making
No nationality restriction applies to applicants and, if any, to co-applicants and affiliated entities.

Submission To apply to this call for proposals organisations must register in PADOR and submit their application in PROSPECT.
Applicants must apply in English, French or Spanish.
