"EaSI - Programme for Employment and Social Innovation"

The Employment and Social Innovation (EaSI) programme is a financing instrument at EU level to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions.

Objectives:

  • Strengthen ownership of EU objectives and coordination of action at EU and national level in the areas of employment, social affairs and inclusion
  • Support the development of adequate social protection systems and labour market policies
  • Modernise EU legislation and ensure its effective application
  • Promote geographical mobility and boost employment opportunities by developing an open labour market
  • Increase the availability and accessibility of microfinance for vulnerable groups and micro-enterprises, and increase access to finance for social enterprises

In pursuing these objectives, EaSI will:

  • pay particular attention to vulnerable groups, such as young people
  • promote equality between women and men
  • combat discriminations
  • promote a high level of quality and sustainable employment
  • guarantee adequate and decent social protection
  • combat long-term unemployment
  • fight against poverty and social exclusion

Description of programme
"PROGRESS"

The PROGRESS axis of EaSI helps the EU and its countries to improve policies in three thematic sections:

  • employment, in particular to fight youth unemployment
  • social protection, social inclusion and the reduction and prevention of poverty
  • working conditions

Objectives:

  • Develop and disseminate high-quality comparative analytical knowledge
  • Facilitate effective and inclusive information-sharing, mutual learning and dialogue
  • Provide financial support to test social and labour market policy innovations
  • Provide organisations with financial support to increase their capacity to develop, promote and support the implementation of EU instruments and policies

Description of call
"Fast track integration into the labour market for third country nationals targeting exclusively asylum seekers, refugees and their family members"
The present call for proposals aims at funding innovative transnational projects to test and implement innovative policy schemes and delivery mechanisms that will ensure and facilitate a swift labour market integration of the following specific target groups of third country nationals: asylum seekers, refugees and their family members. Proposals could also include the replication of successful innovative initiatives already implemented in another country/other countries.

  • Lead applicant must be a public body (such as national, regional and local authorities or public employment services);
  • Co-applicant organisations must be public bodies, for-profit or non-profit-making private entities, or international organisations
Project Partner Yes
Project Partner Details To be eligible, proposals must involve an international consortium made of at least 4 organisations (1 lead applicant + 3 co-applicants) with at least one established in an EU Member States and in principle at least one of the organisations in one of the candidate countries.
Regional offices and headquarter of international organisations are considered as the same entity and will be counted as one organisation in the consortium.

Type of Funding Grant
Financial details The total budget earmarked for the EU co-financing of projects under this call is estimated at 14 200 000 €.
The Commission expects to fund approximately 5 to 7 proposals.
Thus the budget per project can be between 2 028 517,50 € and 2 800 000 €. 
Max. co-financing rate: 80 % of eligible costs.
