The European Commission’s Directorate-General Humanitarian Aid and Civil Protection (DG ECHO) does not intervene directly on the ground. The implementation of humanitarian aid actions is done by humanitarian organisations, such as humanitarian Non-Governmental Organisations (NGOs), with which DG ECHO enters into a partnership.

"Framework Partnership Agreement Humanitarian Aid"
The Framework Partnership Agreement sets the principles of partnership between ECHO and humanitarian organisations. It defines the respective roles, rights and obligations of partners, and contains the legal provisions applicable to the humanitarian operations financed by DG ECHO.

The applicant NGO is a partner of DG ECHO for the duration of the Framework Partnership Agreement.

In case of Framework Partnership Agreements signed after 1 January 2014, the Agreements in question shall enter into force on the date of receipt by the Commission of one original signed by the Humanitarian Organisation. It shall remain valid until 31 December 2018, unless the Parties decide otherwise.

Once the partnership agreement is signed, partners can submit project proposals in response to the published Humanitarian Implementing Plans (HIPs) approved by DG ECHO on a yearly basis.
Applications for the signature of the FPA must be made online through the electronic exchange system APPEL.
