Description of programme
"ESPON"
The objective of the ESPON 2020 Cooperation Programme is to support the reinforcement of the effectiveness of EU Cohesion Policy and other sectoral policies and programmes under European Structural Investment (ESI) funds as well as national and regional territorial development policies, through the production, dissemination and promotion of territorial evidence covering the entire territory of the 28 EU Members States, as well as 4 Partner States of Iceland, Liechtenstein, Norway and Switzerland. In order to achieve this objective, ESPON focuses on the following Priority Axis (PA) and Specific Objectives (SO):
  • PA1 - Territorial Evidence, Transfer, Observation, Tools and Outreach
    • SO1 - Enhanced production of territorial evidence through applied research and analyses
    • SO2 - Upgraded knowledge transfer and use of analytical user support
    • SO3 - Improved territorial observation and tools for territorial analyses
    • SO4 - Wider outreach and uptake of territorial evidence
    • SO5 - Leaner, and more effective and efficient implementation provisions and more proficient programme assistance

Description of call
"Inner Peripheries: National territories facing challenges of access to basic services of general interest"

The research activity should provide European territorial evidence on the presence and characteristics of inner peripheries and also provide tailor-made strategies at EU level to overcome marginalising effects of inner peripheries and proposals on how cohesion policy could address peripheries them vis-à-vis lagging regions.

 

More concretely, the objective of this research activity is to answer the following key policy questions

  • What are the key elements in the concept of inner peripheries? How can these be mapped? What is the current pattern of inner peripheries in the European territory? Which areas are at risk of becoming inner peripheries?
  • How can the European inner peripheries be characterized in relation to issues such as different age groups, gender balance, price development of the property market, and different types of regions?
  • What processes drive marginalization and how can these be reversed and/or overcome? (processes such as demographic decline, ageing, economic decline, decrease in employment, changed availability of networks of services of general interest, public financing, ...).
  • How can inner peripheries explore and utilise their territorial potentials, support their competitiveness, create jobs and improve the quality of life for their citizens given their conditionalities?
  • What national, regional and local strategies for inner peripheries, including more functional cooperation approaches and governance aspects, could be considered in order to improve their situation?
  • How have inner peripheries been integrated in the EU policy agenda and cohesion policy?And how can this be strengthened in the future? How do inner peripheries compare to lagging regions?

Financial details

The maximum available budget for this contract is 800,000 €, exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
