"Interreg Romania – Bulgaria"

The programme Interreg V-A Romania-Bulgaria aims to expand the area's horizons, to build concrete and measurable outcomes and to enable the area to be a region to live, study, work, visit and invest in. The programme aims to sustain the process of creating competitive and sustainable communities, in a resource efficient way, seizing the unique growth initiatives and opportunities offered by the development of transversal and horizontal flows on the area’s backbone, the Danube River and the Black Sea corridor. The overall vision for the programme area is, by exploiting its geographical position as the eastern Danube/ Black Sea gateway and a hub in the wider Black Sea- Danube-Rhine-North Sea context, to achieve higher development by improving accessibility, fostering institutional cooperation and protecting and developing regional assets.

The programme builds on five thematic objectives:

  • Promoting climate change adaptation, risk prevention and management
  • Preserving and protecting the environment and promoting resource efficiency
  • Promoting sustainable transport and removing bottlenecks in key network infrastructures
  • Promoting sustainable and quality employment and supporting labour mobility
  • Enhancing institutional capacity of public authorities and stakeholders and efficient public administration through actions to strengthen the institutional capacity and the efficiency of public administrations and public services related to the implementation of the European Regional Development Fund (ERDF), and in support of actions under the European Social Fund (ESF) to strengthen the institutional capacity and the efficiency of public administration

"Interreg Romania - Bulgaria 2014-2020"

The strategy sets out to address the specific needs of the Bulgaria-Romania border area both in the short and longer term and supports the overall strategic goal:

To bring together the people, communities and economies of the Romania-Bulgaria border region to participate in the joint development of a cooperative area, using its human, natural and environmental resources and advantages in a sustainable way.

The second and current call is open, regarding the following objectives:

  • To encourage the integration of the cross-border area in terms of employment and labour mobility
  •  To increase cooperation capacity and the efficiency of public institutions in a CBC context

Eligible applicants Education and Training Centres, Federal State / Region / City / Municipality / Local Authority, Research Institution, Small and Medium Sized Enterprises, SMEs (between 10 and 249 employees), Microenterprises (fewer than 10 employees), NGO / NPO, National Government, University, Association, Public Services
Applicant details

The applicants must:

  • Be Romanian or Bulgarian non-profit making bodies/organizations
  • Be non-governmental organizations (associations or foundations), public sector operators, local/regional/national authorities which fulfill one of the following criteria:
    • Have their headquarters in the eligible cross border region or;
    • Are organizations whose headquarters are not situated in the eligible area, but are located in Romania or Bulgaria and have local/regional branch offices with legal statute (legal entity) established in the eligible area
    • Are Romanian or Bulgarian national public authorities whose area of competence, established by legal acts, extends to the eligible area of the programme.

The applicants, located in Romania and Bulgaria, but whose headquarters are not situated in the eligible area and cannot legally open a local/regional branch office with legal personality in the eligible area and whose area of competence does not extend to the eligible area may participate in projects provided that their budget is limited to 20% of the project’s total budget. In this case the applicant should be the mother organization.

Applicants must have at least one partner on the other side of the border, which must fulfill the same eligibility criteria. Applicants without any partners from the other side of the border will not be eligible. 

The maximum number of beneficiaries in a project will be five (5), including the Lead Beneficiary.

At 16:00 the doors will be closed and only the applications of the persons present within the CBC RO Calarasi premises until the deadline will be accepted.

In case the applications are sent by post or courier, the date of the post will be taken into consideration.

Financial details

For "soft" projects , the total financial support from the program for a project will range between 100,000 € and 750,000 € (projects that do not have an infrastructure component or which do not grant more than half of its total eligible budget to purchase of equipments)

For "hard" projects , the total financial support from the program for a project will range between 200,000 € and 1,500,000 € (projects that have an infrastructure component or which grants more than half of its total eligible budget for the purchase of equipment)

The ERDF will finance 85% of the eligible expenditure and the state budgets of the two countries shall provide an additional 13% to public bodies and NGOs. 2% represents own contribution of project partners.
