"IPA CBC Hungary – Serbia"

The overall objective of the programme is to harmonize the development of the region with intensified economic cooperation through sustainable use of natural and cultural resources.

The significance of agriculture related activities in the cross-border region of Hungary and Serbia is higher than average in both countries. Central settlements with substantial employment potential – such as Novi Sad, Szeged, Kecskemét and Subotica – have a major role in the economy of the region especially in the processing industry. R&D and higher education located mainly in the largest cities are also important drivers of local economic development. These are the strengths the region has to capitalize on.

The programme focuses on four priorities:

  • Improving cross-border water management and risk prevention systems
  • Reducing traffic bottlenecks in the cross-border transport network
  • Encouraging cooperation in tourism and cultural heritage preservation
  • Enhancing SMEs’ economic competitiveness through innovation-driven development

Eligible areas in Serbia are West Backa, North Backa, South Backa, North Banat, Central Banat, South Banat and Srem districts.

"IPA Hungary-Serbia Second Call for Proposals"
Project proposals must address one of the four priorities of the programme:

PA 1: Improving the cross-border water management and risk prevention systems
  • Action 1.1: Water management and protection against extreme weather conditions
  • Action 1.2: Nature protection and conservation of water based habitats
PA 2: Decreasing the bottlenecks of cross-border traffic
  • Action 2.1: Border crossing points, roads and bicycle roads
  • Action 2.2: Improving public transport services and railway lines
PA 3: Encouraging tourism and cultural heritage cooperation
  • Action 3.1: Tourist products, services and attractions based on cultural and natural heritage
  • Action 3.2: Cooperation in the fields of cultural, community events, sport, leisure, nature protection
PA 4: Enhancing SMEs’ economic competitiveness through innovation-driven development
  • Action 4.1: Enhancing innovation through cooperation between SMEs and research institutions involving young people
  • Action 4.2: Encouraging and development of social entrepreneurship

Project Partner Details Minimum 2 partners from each country. Additional beneficiaries can be involved, provided the content of the project justifies it. Maximum 6 partners (including the Lead Partner).

Project duration max 24 months
Further info Project implementation has to start within one year from the deadline for submission of applications under this call for proposals, which means that the implementation must start on 31 January 2018 at the very latest.
Type of Funding Grant
Financial details Total budget available for this call: 21.5 million €.
Minimum and maximum IPA contribution per project varies according to priority area and action:

PA 1: Improving the crossborder water management and risk prevention systems 
  • Action 1.1. 500 000 – 1 500 000 €
  • Action 1.2. 100 000 – 500 000 €
PA 2: Decreasing the bottlenecks of cross-border traffic
  • Action 2.1. 500 000 – 3 000 000 €
  • Action 2.2.100 000 – 500 000 €
PA 3: Encouraging tourism and cultural heritage cooperation
  • Action 3.1. 100 000 – 500 000 €
  • Action 3.2. 40 000 – 200 000
PA 4: Enhancing SMEs’ economic competitiveness through innovation driven development
  • Action 4.1. 200 000 – 400 000 €
  • Action 4.2. 50 000 – 200 000 €
On project level, the EU contribution is up to 85% of the total eligible expenditure.
The remaining 15% will be financed from national sources.
