Description of programme
"IPA CBC Serbia – Montenegro"

The programme's general objective is to contribute to economic, social and territorial development of the programme area by fostering integration, joint development and use of potentials and opportunities to make the area attractive to live and work in.
The programme intervention areas shall build on strengths and potentials to seize the most relevant opportunities, improve the weaknesses and minimise threats. Balance between the integration and development objectives and feasibility of implementation were considered.

The programme therefore focuses on promoting employment and social inclusion, development of the tourist potentials and protection of the environment, which shall be addressed within the following three thematic priorities:

  • Promoting employment, labor mobility and social and cultural inclusion across the border

The priority responds to growing unemployment, especially between the young and aims at reinforcing the opportunities of specific target groups to access knowledge and skills and competences demanded by the labour market. It also seeks to exploit potentials for the improvement and development of quality social services and social innovation.

  • Protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management

The priority responds to environmental issues caused by low level of quality and range of public utilities (in particular solid waste and waste water treatment). Preservation and sustainable management of natural values (forests, water) is a potential that will be further secured. High vulnerability of the area concerning impacts of climate change, including flood and fires in particular will be addressed jointly.

  • Encouraging tourism and cultural and natural heritage

The programme area as one of the most culturally diverse and its exceptional nature values provide good potential for the development of sustainable tourism and integration of offers around key product already gaining significance. The actions supported within this priority will complement the objectives and results of the first two priorities.

"IPA Serbia-Montenegro"
The global objective of this Call for proposals is: “To bring together the people, communities and economies of the border area to jointly participate in the development of a cooperative area, using its human, natural, cultural and economic resources and advantages.” 

The specific objectives of this Call for Proposals are:
1.         Strengthening the incentives for SME development in the border areas;
2.         Development of tourism as a key sector of the border economy;
3.         Promoting cross border trade cooperation and accessibility to markets;
4.         (Re-)Establishing cross border links between business and trade support organisations to promote joint cooperative initiatives;
5.          Maintaining the high quality of the border area environment as an economic resource by cooperating in joint protection and exploitation initiatives;
6.         Strengthening cross border people-to-people interaction to reinforce cultural and sporting links and to share know-how and experience in areas of common interest.
 
The above specific objectives focus on the establishment of a sound basis for joint activities in the eligible areas 

This Call for proposals relates to the following Priority:
Priority I: Social and economic cohesion through joint actions to improve physical, business, social and institutional infrastructure and capacity
Priority I is subdivided into two Measures, as follows:

Measure I.1  Improving the productivity and competitiveness of the area’s economic, rural, cultural and environmental resources
Measure I.2. Cross-border initiatives targeting the exchange of people and ideas to enhance the professional and civic society cooperation

Financial details

The Union contribution has been calculated in relation to the eligible expenditure, which is based on the total eligible expenditure including public and private expenditure. The Union co-financing rate at the level of each thematic priority shall not be less than 20% and not higher than 85% of the eligible expenditure.
The co-financing of the thematic priorities will be provided by the grant beneficiaries. Grant beneficiaries should contribute with a minimum of 15% of the total eligible expenditure. 

The amount dedicated to technical assistance shall be limited to 10% of the total amount allocated to the programme. The Union co-financing rate shall be 100%.

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts: minimum amount: 60 000 €, maximum amount: 250 000 €
