Description of programme

The ESPON 2020 programme aims at promoting and fostering a European territorial dimension in development and cooperation by providing evidence, knowledge transfer and policy learning to public authorities and other policy actors at all levels.


  • foster cooperation in the process of policy development
  • further strengthen evidence-informed policy-making across the EU territory
  • contribute to enabling regions and cities to develop place-based responses to the Europe 2020 challenges of smart, sustainable and inclusive growth
Generally, ESPON does not finance projects, but is based on calls for stakerholder proposals & tenders.

Description of call
"Possible European Territorial Futures"

The research activity should be based on a foresight approach and answer specific “what-if” questions to provide information on likely impacts for territorial cohesion, for the balance and polycentricity of the European territory, and for the different types of regions and cities in Europe. Its results should assist in managing uncertainties.

The three key policy questions are as follows:

  • What could be the territorial consequences if a new place-based economic organisation were implemented as part of a circular economy?
  • What could be the territorial consequences if Europe’s energy production and consumption were 100% renewable?
  • What could be the territorial consequences if the European property markets collapsed?

The maximum available budget for this contract is 500,000 €, exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
