Insufficient harmonisation and standardisation are the reason for the difficult interaction among practitioners. The security
market in Europe is fragmented and with a strong societal dimension, making the need for crisis management and civil protection
standardization activities high. Proposals address issues related to pre-standardisation, in particular:
