Description of programme "Citizens, Equality, Rights and Values Programme" |
The general objective of the Programme is to protect and promote rights and values as enshrined in the Treaties, the Charter and the applicable international human rights conventions, in particular by supporting civil society organisations and other stakeholders active at local, regional, national and transnational level, and by encouraging civic and democratic participation, in order to sustain and further develop open, rights-based, democratic, equal and inclusive societies which are based on the rule of law. Furthermore, the Programme shall have the following specific objectives, which correspond to strands:
Union values strand The Union values strand shall focus on protecting, promoting and raising awareness of rights by providing financial support to civil society organisations which are active at local, regional, national and transnational level in promoting and cultivating those rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to the construction of a more democratic Union, democratic dialogue, transparency and good governance. Equality, rights and gender equality strand The equality, rights and gender equality strand shall focus on:

Description of call "Promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law and fundamental rights breaches" | Objective: This call will protect, promote and raise awareness of rights by providing financial support to civil society organisations which are active at local, regional, national and transnational level in promoting and cultivating those rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to the construction of a more democratic Union, democratic dialogue, transparency and good governance. The EU policy initiatives supported under this call are the following:
This call for proposals will increase the knowledge and the use of the EU Charter of Fundamental Rights. Furthermore, the call will strengthen the ability of organisations and institutions to engage in strategic litigation activities relating to democracy, the rule of law and fundamental rights breaches. Scope: Projects must address one (or both) of the following policy priorities set for 2022: 1. Capacity-building and awareness raising on the EU Charter of Fundamental Rights To contribute to the effective and coherent application of the EU Charter of Fundamental Rights (the Charter), in line with the Strategy to strengthen the application of the Charter in the EU and to foster a culture of fundamental rights in the Member States. 2. Activities on strategic litigation To strengthen the knowledge and ability of practitioners, legal professionals, civil society organisations and independent human rights bodies to effectively engage in litigation practices at national and European level, and to improve access to justice and enforcement of rights under EU law, including the Charter, through training, knowledge sharing and exchange of good practices. Financial details | The available call budget is EUR 2,000,000. The grant parameters (maximum grant amount, funding rate, total eligible costs, etc) will be fixed in the Grant Agreement (Data Sheet, point 3 and art 5). The grant will be a budget-based mixed actual cost grant actual costs, with unit cost and flat-rate elements. This means that it will reimburse ONLY certain types of costs (eligible costs) and costs that were actually incurred for your project (NOT the budgeted costs). The costs will be reimbursed at the funding rate fixed in the Grant Agreement (90%). Project budget (maximum grant amount): the EU grant applied for cannot be lower than EUR 75,000. |
