Description of programme
"EaSI - Programme for Employment and Social Innovation"

The Employment and Social Innovation (EaSI) programme is a financing instrument at EU level to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions.

Objectives:

  • Strengthen ownership of EU objectives and coordination of action at EU and national level in the areas of employment, social affairs and inclusion
  • Support the development of adequate social protection systems and labour market policies
  • Modernise EU legislation and ensure its effective application
  • Promote geographical mobility and boost employment opportunities by developing an open labour market
  • Increase the availability and accessibility of microfinance for vulnerable groups and micro-enterprises, and increase access to finance for social enterprises

In pursuing these objectives, EaSI will:

  • pay particular attention to vulnerable groups, such as young people
  • promote equality between women and men
  • combat discriminations
  • promote a high level of quality and sustainable employment
  • guarantee adequate and decent social protection
  • combat long-term unemployment
  • fight against poverty and social exclusion

Description of call
"Promotion of domestic worker cooperatives and service voucher schemes"
Proposals under this call can apply to carry out a Pilot Project with the aim to increase the number of Member States applying policies on Personal and Household Services (PHS). Thus, the Pilot Project will have two main objectives:
  1. to help Member States develop service voucher schemes or other schemes to support the emergence of PHS activities
  2. to introduce an effective social dialogue in this sector or other actions to improve working conditions
The following type of actions can be funded:
  • collection and dissemination of good practices concerning the development of formal employment in this sector
  • reinforcement and development of social dialogue for domestic workers
  • technical assistance

Applicant details The lead applicant must be a European federation of workers representatives active in the field of personal and household services or a European federation of employer representatives active in the field of personal and household services.

Project Partner Details To be eligible, proposals must be submitted by a consortium consisting of minimum four entities including:
  • at least two European federations of workers representatives active in the field of personal and household services
  • at least two European federations of employers representatives active in the field of personal and household services
Project duration min 12 months
Project duration max 18 months

Financial details Total budget: 700 000 €
EU co-financing rate: 85%
Taking into account the budget available and the activities proposed, the Commission expects to fund only one proposal.
