Description of programme
"Rights, Equality and Citizenship"

The general objective of the Programme shall be to contribute, in accordance with Article 4 of the Treaty on the EU (TEU), to the further development of an area where equality and the rights of persons as enshrined in the TEU, in the Treaty of the Functioning of the EU (TFEU), in the Charter of fundamental rights of the EU and in the international human rights conventions to which the Union has acceded, are promoted, protected and effectively implemented. The Programme follows 9 Specific objectives:

  1. Promote non–discrimination
  2. Combat racism, xenophobia, homophobia and other forms of intolerance
  3. Promote rights of persons with disabilities
  4. Promote equality between women and men and gender mainstreaming
  5. Prevent violence against children, young people, women and other groups at risk (Daphne)
  6. Promote the rights of the child
  7. Ensure the highest level of data protection
  8. Promote the rights deriving from Union citizenship
  9. Enforce consumer rights

Description of call
"Restricted call for proposals for public authorities on preventing and combating racism, xenophobia and other forms of intolerance, and in particular hate crime and hate speech"
The restricted call for proposals is aimed at assisting Member States’ authorities in developing tools and practices to effectively prevent and combat racism, xenophobia and other forms of intolerance, and in particular hate crime and hate speech.

Projects involving law enforcement authorities and judicial authorities, including prosecutors, will be prioritised.

Applicant details To be eligible, lead applicants must be a public authorities of one of the countries participating in the Programme; co-applicants must be public entities or private organisations, duly established in one of the countries participating in the Programme, or international organisations.
Project Partner Yes
Project Partner Details Project partnerships must consist of a minimum of 2 organisations. While proposals do not need to be transnational, the added value of projects involving organisations from more than one participating country is of particular interest.
