Description of programme
"ESPON"
The objective of the ESPON 2020 Cooperation Programme is to support the reinforcement of the effectiveness of EU Cohesion Policy and other sectoral policies and programmes under European Structural Investment (ESI) funds as well as national and regional territorial development policies, through the production, dissemination and promotion of territorial evidence covering the entire territory of the 28 EU Members States, as well as 4 Partner States of Iceland, Liechtenstein, Norway and Switzerland. In order to achieve this objective, ESPON focuses on the following Priority Axis (PA) and Specific Objectives (SO):
  • PA1 - Territorial Evidence, Transfer, Observation, Tools and Outreach
    • SO1 - Enhanced production of territorial evidence through applied research and analyses
    • SO2 - Upgraded knowledge transfer and use of analytical user support
    • SO3 - Improved territorial observation and tools for territorial analyses
    • SO4 - Wider outreach and uptake of territorial evidence
    • SO5 - Leaner, and more effective and efficient implementation provisions and more proficient programme assistance

Territories and low-carbon economy
Description of call
"Territories and low-carbon economy"

The service shall provide European evidence on the territorial dimension of implementing a low-carbon economy in different types of European regions and cities.

 

More concretely, the objective of this activity is to receive answers to the following key policy questions:

  • What do energy consumption patterns (distinguishing between renewable and non-renewable energy) look like in European regions and cities (broken down into private households, public buildings, economic activities (services, agriculture and forestry) and transport? How have they changed over the past 10 years in the different types of European regions and cities (i.e. capital cities, secondary growth poles, small and medium sized towns)?
  • Are there particular types of European regions and cities that find it easier in making full use of their renewable energy potential? How could challenges existing in this context be overcome in different types of territories? (up to 5 case studies)
  • What kind of action/policy is needed in what type of region/city to ensure a smooth transition to a low-carbon economy/lifestyle? How can regions and cities create framework conditions for unlocking low-carbon investment by the private sector?

Financial details

The maximum available budget for this contract is 700,000 €, exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
