Description of programme
The objective of the ESPON 2020 Cooperation Programme is to support the reinforcement of the effectiveness of EU Cohesion Policy and other sectoral policies and programmes under European Structural Investment (ESI) funds as well as national and regional territorial development policies, through the production, dissemination and promotion of territorial evidence covering the entire territory of the 28 EU Members States, as well as 4 Partner States of Iceland, Liechtenstein, Norway and Switzerland. In order to achieve this objective, ESPON focuses on the following Priority Axis (PA) and Specific Objectives (SO):
  • PA1 - Territorial Evidence, Transfer, Observation, Tools and Outreach
    • SO1 - Enhanced production of territorial evidence through applied research and analyses
    • SO2 - Upgraded knowledge transfer and use of analytical user support
    • SO3 - Improved territorial observation and tools for territorial analyses
    • SO4 - Wider outreach and uptake of territorial evidence
    • SO5 - Leaner, and more effective and efficient implementation provisions and more proficient programme assistance

Description of call
"The World in Europe, global FDI flows towards Europe"

The service should provide territorial evidence on FDI flows and trends over the last 10 years towards European countries, regions and cities. The activity should, among others, identify the reasoning of foreign direct investors, the territorial conditions and the factors that determine their location.

More concretely, the objective of this service contract is to receive answers to the following key policy questions:

  • What are the global patterns and recent trends (10 years) of inward FDI flows to the EU, and how do they affect the overall territorial development of the European territory?
  • What relevance do inward FDI flows have for regional growth and competitiveness as well as for reducing economic disparities in Europe (among more developed, transition and less developed regions)?
  • What types of regions and cities receive foreign investments and for which economic activities (manufacturing and service industries and sub-categories)?
  • What territorial factors seem to determine FDI location? How do macroeconomic factors and local regulations affect inward FDI flows territorially?
  • What policy measures could be implemented to attract FDI in order to boost the competitiveness of EU territories at different scales (global, European, transnational, national, regional, urban)?

Project Partner Details

The tender shall be submitted either by one contractor only, by a group acting jointly or by a natural person acting on his/her own account. In case of a joint tender or subcontracting, there is no maximum number of participating partners.

Financial details

The maximum available budget for this contract is 700,000 € (seven hundred thousand Euros), exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
