Description of programme
"ENI CBC Karelia"
The ENI CBC Karelia aims to promote regional development through cross-border activities. The overall objective of the programme is defined as follows:
To make the Programme area attractive for the people to live and work and businesses to locate and operate
In order to achieve this goal, the following 3 overarching strategic objectives have been established:
  1. promote economic and social development in regions on both sides of common borders
  2. address common challenges in environment, public health, safety and security
  3. promotion of better conditions and modalities for ensuring the mobility of persons, goods and capital
ENI CBC has chosen to focus on 4 of the Thematic Objectives that have been established in the programming document of ENI CBC:
  • Business and SME development
  • Promotion of local culture and preservation of historical heritage
  • Environmental protection, climate change adaptation
  • Promotion of border management, and border security

This Call is the last regular Call of the Karelia CBC Programme. Applicants are invited to submit proposals focusing on one of the following Priorities (P):
  • P1 - Growing cross-border business cooperation
  • P2 - Attractive cultural environment
  • P3 - Clean and comfortable region to live

Eligible applicants Federal State / Region / City / Municipality / Local Authority, Research Institution, Lobby Group / Professional Association / Trade Union, International Organization, Small and Medium Sized Enterprises, SMEs (between 10 and 249 employees), NGO / NPO, National Government, University, Enterprise (more than 250 employees or not defined)
Applicant details Partners from adjoining regions participating in projects have to bring an expertise or know-how that is not available in the core area as such. A detailed list with all areas belonging to the adjoining regions can be found in the Programme Document.
National level public entities based in Helsinki and Moscow can act as project partners only if they do not have their structural units in the programme core region.
Partners from St Petersburg may participate in projects where it is required by the nature and by the objectives of the project and is necessary for its effective implementation.

Project Partner Details Projects require at least 1 Finnish and 1 Russian partner from the Programme area.
Further info This is a two-phased call. Until October 15th, concept notes describing the main idea of the projects must be submitted. The second phase starts on January 8th and closes on March 12th. The projects to be funded will be selected in June 2019 and will be launched in autumn 2019.
