Description of programme
"LIFE"

The LIFE programme is the EU’s funding instrument for the environment and climate action. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value.

The LIFE Programme shall in particular have the following general objectives:

  • to contribute to the shift towards a resource-efficient, lowcarbon and climate- resilient economy, to the protection and improvement of the quality of the environment and to halting and reversing biodiversity loss, including the support of the Natura 2000 network and tackling the degradation of ecosystems;
  • to improve the development, implementation and enforcement of Union environmental and climate policy and legislation, and to act as a catalyst for, and promote, the integration and mainstreaming of environmental and climate objectives into other Union policies and public and private sector practice, including by increasing the public and private sector's capacity;
  • to support better environmental and climate governance at all levels, including better involvement of civil society, NGOs and local actors;
  • to support the implementation of the 7th Environment Action Programme.

"Urban Innovative Actions"
Urban areas face multiple and interconnected challenges related to employment, migration, demography, water and soil pollution, etc. But, they are also engines of new ideas and solutions, dynamic places where changes happen on a larger scale and at a fast pace. To answer the increasingly complex challenges they face, urban authorities need to go beyond traditional policies and services - they need to be bold and innovative.

Urban Innovative Actions (UIA) is an Initiative of the European Commission that provides urban areas throughout Europe with resources to test new and unproven solutions to address urban challenges.

"Urban Innovative Actions - Second Call"
The UIA initiative invites applicants to develop and submit projects under three topics:
  • circular economy
  • urban mobility
  • integration of migrants and refugees

Applicant details
  • Any urban authority of a local administrative unit defined according to the degree of urbanisation as city, town or suburb comprising at least 50 000 inhabitants
  • Any association or grouping of urban authorities of local administrative units including cross-border associations or groupings, associations or groupings in different regions and/or Member States
In particular, in the framework of the UIA Initiative the concept of local administrative unit refers to the democratically elected administrative body relevant to the urban area concerned (e.g. city council, municipality, borough, etc.).
Project Partner Yes
Project Partner Details Within UIA projects, Urban Authorities are expected to establish strong local partnerships involving key stakeholders able to contribute to the implementation of the project with experience and expertise. It should be stressed that in the framework of an UIA project, urban authorities are not requested to set up a transnational partnership with partners from different Member States. However it is possible to involve partners from different countries in the same project provided that they are from one of the EU Member States and that there is a clear justification in terms of added value for the project.
