Description of programme

The LIFE programme is the EU’s funding instrument for the environment and climate action. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value.

The LIFE Programme shall in particular have the following general objectives:

  • to contribute to the shift towards a resource-efficient, lowcarbon and climate- resilient economy, to the protection and improvement of the quality of the environment and to halting and reversing biodiversity loss, including the support of the Natura 2000 network and tackling the degradation of ecosystems;
  • to improve the development, implementation and enforcement of Union environmental and climate policy and legislation, and to act as a catalyst for, and promote, the integration and mainstreaming of environmental and climate objectives into other Union policies and public and private sector practice, including by increasing the public and private sector's capacity;
  • to support better environmental and climate governance at all levels, including better involvement of civil society, NGOs and local actors;
  • to support the implementation of the 7th Environment Action Programme.

"Urban Innovative Actions"
Urban areas face multiple and interconnected challenges related to employment, migration, demography, water and soil pollution, etc. But, they are also engines of new ideas and solutions, dynamic places where changes happen on a larger scale and at a fast pace. To answer the increasingly complex challenges they face, urban authorities need to go beyond traditional policies and services - they need to be bold and innovative.

Urban Innovative Actions (UIA) is an Initiative of the European Commission that provides urban areas throughout Europe with resources to test new and unproven solutions to address urban challenges.

"Urban Innovative Actions 2015"

To fund pilot projects to identify and test new solutions which address issues related to sustainable urban development.
The main objective of UIA is to provide urban authorities throughout Europe with space and resources to experiment new innovative answers to the interconnected and complex local challenges. Through this new Initiative, urban authorities have the possibility to test how new and unproven solutions work in practice and how they respond to the complexity of real life.

  • urban authority comprising at least 50 000 inhabitants
  • Any association or grouping of urban authorities of local administrative where the total population is at least 50 000 inhabitants; this can include cross-border associations or groupings, associations or groupings in different regions and/or Member States
Project Partner Yes
Project Partner Details

Proposals can be submitted by a single organisation without transnational partners.
Projects must involve a strong local partnership such as universities, NGOs, private companies or other levels of government.
Delivery Partners are institutions, agencies, organisations, private sector partners, associations that will have an active role in the implementation of the project. They will be responsible for the delivery of specific activities and the production of the related deliverables/outputs.
