"Interreg Danube Transnational Programme"

The Danube Transnational Programme (DTP) promotes economic, social and territorial cohesion in the Danube Region through policy integration in selected fields. In order to achieve a higher degree of territorial integration of the very heterogeneous Danube region, the transnational cooperation programme acts as a policy driver and pioneer to tackle common challenges and needs in specific policy fields where transnational cooperation is expected to deliver tangible results. Therefore, the Programme focuses on the following Priority Axes (PA):

  • PA1 - Innovative and socially responsible Danube region
  • PA2 - Environment and culture responsible Danube region
  • PA3 - Better connected and energy responsible Danube region
  • PA4 - Well governed Danube region

Description of call
"European Neighbourhood Instrument (ENI) - Call for proposals"

The objective of the new call is to increase the institutional capacity of the Ukrainian/ Moldovan stakeholders to develop and implement transnational projects in the thematic fields of the Danube Programme 2021-2027 through enhanced cooperation of relevant stakeholders at national, regional and local levels.

The new ENI call for proposals has focus on "Specific Objective 4.1 Improve institutional capacities to tackle major societal challenges". With regards to the upcoming new programming period, the Monitoring Committee has decided to provide support to Moldova and Ukraine with their efforts to strengthen further their capacity for developing and implementing transnational projects, enabling them to make use of relevant funds available in Danube Region in 2021-2027.

Applicant details

As a general rule, EU financing is only provided to project partners located in the programme Area.

The following institutions are eligible to apply:

  • Local, regional, national public bodies/ bodies governed by public law officially registered in the Programme Area (including EGTCs in the meaning of Article 2(16) of Regulation (EU) No 1303/2013 registered in one country the programme area)
  • International organisations
  • Private bodies (non-profit)

Project Partner Details

Each project should involve at least 2 project partners (PPs), out of which one, the LP, should be from an EU Member State of the DTP programme area and one from Moldova or Ukraine, depending which country is addressed by the project.

Additionally the partnership can involve up to 2 ERDF PPs and up to 4 ENI PPs coming from the UA or MD depending which country the project is addressed to (in conclusion in total maximum: 3 ERDF and 5 ENI PPs can be involved).

Further info All projects for increasing the institutional capacity of ENI countries should be finished until 30 June, 2023 (latest project end date) without possibility of prolongation. Estimated date for starting the projects is 1st May 2022.

Financial details

The available ERDF budget is roughly € 1.4 mil. For each project a maximum of €230.000 ERDF funds in total can be claimed by the respective ERDF PPs.

The available ENI budget is: € 2.33 mil. for Moldova and € 2.48 mil. for Ukraine. No maximum budget per project partner is set for the ENI PPs, but the budget has to be justified by the proposed activities within the project.

The maximum EU contribution to the projects is 85% (for ERDF and ENI project partners). 15% of the proposed project budget is to be co-financed.

It is expected that one project addresses one single work package (and the activities included therein) among the ones listed in the call announcment document meaning that there will be maximum 3 projects financed for Ukraine and 3 for Moldova (maximum 6 projects in total).

Submission The applications have to be submitted through eMS (programme electronic monitoring system).
