"Rights, Equality and Citizenship"

The general objective of the Programme shall be to contribute, in accordance with Article 4 of the Treaty on the EU (TEU), to the further development of an area where equality and the rights of persons as enshrined in the TEU, in the Treaty of the Functioning of the EU (TFEU), in the Charter of fundamental rights of the EU and in the international human rights conventions to which the Union has acceded, are promoted, protected and effectively implemented. The Programme follows 9 Specific objectives:

  1. Promote non–discrimination
  2. Combat racism, xenophobia, homophobia and other forms of intolerance
  3. Promote rights of persons with disabilities
  4. Promote equality between women and men and gender mainstreaming
  5. Prevent violence against children, young people, women and other groups at risk (Daphne)
  6. Promote the rights of the child
  7. Ensure the highest level of data protection
  8. Promote the rights deriving from Union citizenship
  9. Enforce consumer rights

Description of programme
"Daphne III"

The Daphne III programme aims to contribute to the protection of children, young people and women against all forms of violence and attain a high level of health protection, well-being and social cohesion. Its specific objective is to contribute to the prevention of, and the fight against all forms of violence occurring in the public or the private domain, including sexual exploitation and trafficking of human beings. Lastly, it also aims to take preventive measures and provide support and protection for victims and groups at risk.

"Daphne call - Action grants to support national or transnational projects on multi-agency and multi-disciplinary cooperation and on underreporting"

The aim of the call is to contribute to support victims of violence by encouraging multi-agency and multi-disciplinary cooperation to respond to violence against women and/or children, and to bring about more frequent reporting of such violence.

The priority of this call for proposals is:

  • to develop and implement multi-sectoral and multi-disciplinary cooperation (at national or international level) that enables relevant professionals to effectively collaborate to prevent and respond to violence against women and/or children;
  • to encourage victims and witnesses to report violence against women and/or children to the relevant authorities and institutions, thus ensuring their access to the support they are entitled to receive.

Projects under this call may focus on particular forms of violence against women and/or children, such as female genital mutilation or forced marriages.

This call will fund activities that exchange best practices and develop methods and practical tools (including protocols and guidelines) to enable the cooperation and coordination of professionals from different sectors (health services, police, the judiciary, victim support organisations, social workers etc.) who come into contact with women and/or children at risk of and/or victims of violence. The call will also fund awareness-raising activities targeted at specific groups of women and/or children who are victims or potential victims of violence, and/or at bystanders or witnesses, to encourage the reporting of violence

Financial details

The indicative available budget under this call for proposals is 3,000,000 €.
The EU grant, applied for, cannot be lower than 75,000 €.
Maximum rate of the EU co-financing of the eligible costs: 80%.
