The general objective of the Programme shall be to contribute, in accordance with Article 4 of the Treaty on the EU (TEU), to the further development of an area where equality and the rights of persons as enshrined in the TEU, in the Treaty of the Functioning of the EU (TFEU), in the Charter of fundamental rights of the EU and in the international human rights conventions to which the Union has acceded, are promoted, protected and effectively implemented. The Programme follows 9 Specific objectives:

  1. Promote non–discrimination
  2. Combat racism, xenophobia, homophobia and other forms of intolerance
  3. Promote rights of persons with disabilities
  4. Promote equality between women and men and gender mainstreaming
  5. Prevent violence against children, young people, women and other groups at risk (Daphne)
  6. Promote the rights of the child
  7. Ensure the highest level of data protection
  8. Promote the rights deriving from Union citizenship
  9. Enforce consumer rights

Description of programme
"Daphne III"

The Daphne III programme aims to contribute to the protection of children, young people and women against all forms of violence and attain a high level of health protection, well-being and social cohesion. Its specific objective is to contribute to the prevention of, and the fight against all forms of violence occurring in the public or the private domain, including sexual exploitation and trafficking of human beings. Lastly, it also aims to take preventive measures and provide support and protection for victims and groups at risk.

"Daphne call - Action grants to support transnational projects to combat sexual harrassment and sexual violence against women"

The call aims to co-fund transnational projects to combat sexual harassment and sexual violence against women and girls, in line with the specific objective to prevent and combat all forms of violence against children, young people and women, as well as violence against other groups at risk, in particular groups at risk of violence in close relationships, and to protect victims of such violence.


Projects targeted in particular at vulnerable groups and/or at engaging men in combating sexual harassment and sexual violence are welcome.

Applicant details

Applicants and partners must be legally constituted public or private organisations, or international organisations. Bodies and organisations which are profit-oriented can apply, be it as applicant or as partner, only in partnership with non-profit or public organisations.

Project Partner Details

The proposal must be submitted by organisations (applicant and partner(s)) from at least three different eligible countries of this call notice. Please note that any associate partners participating in the project are not counted for the purposes of this criterion.


Projects should be elaborated in partnership with and/or be led by key players, such as employers, trade union representatives, teachers, university staff, students' unions or clubs. The involvement of national education and/or employment ministries would be particularly welcome


Projects must be transnational.

The initial duration of the projects should be between 18 and 30 months.

Financial details

The grant cannot constitute more than 80% of overall eligible project costs.

The EU grant requested cannot be lower than 75.000 €. There is no upper limit.
