    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products.     Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

The studies under this topic should explore the needs and prepare for future deployment of Gigabit links for the interconnection between socio-economic drivers, which are public administrations or public or private entities entrusted with the operation of services of general interest (SGIs) or of services of general economic interest (SGEIs), and backbone networks for cloud federations.

Call objectives

Among others, CEF Digital aims to stimulate the commercial offering of cloud services throughout the EU. The cloud capacity needs be strengthened and users provided with access to multiple computing resources as a result of the projects supported by CEF. New cloud infrastructures would also gradually need to be interconnected with other cloud, high-performance computing (HPC) and edge infrastructures.

The studies under this topic should explore the needs and prepare for future deployment of Gigabit links for the interconnection between socio-economic drivers, which are public administrations or public or private entities entrusted with the operation of services of general interest (SGIs) or of services of general economic interest (SGEIs), and backbone networks for cloud federations. Currently, market forces are not providing sufficient answers to the challenge of adequate interconnection with cloud providers. Future deployments should take place where existing infrastructure cannot satisfy proper seamless functioning of resources from different providers, and also where there is a lack of the necessary redundancy to guarantee the reliability and resilience of cloud connectivity that can ensure adequate, safe and secure connectivity for the Gigabit society.

The studies funded under this topic should also cover future investment needs and required technology for the interconnection of cloud, HPC and edge infrastructures.The priority is the identification of shortages that prevent the EU from holding digital independence while implementing current state of the art of technology.

The applicants may apply for grants covering one or more of the following activities:
  • Analysis of investment needs related to the development and deployment of cross-border and national infrastructures for cloud interconnections as well as cloud interconnections with HPC and edge infrastructures at both the physical (i.e. very high capacity networks) and functional levels (i.e. management systems, software-defined infrastructures) for public sector end-users and private actors operating data infrastructures for services of general public interest across the EU. Analysis should also consider contribution to green policy objectives.
  • Analysis of economic sovereignty of deployed alternatives. This covers the analysis of total cost of ownership, the relevant items that result in the extraction of the funding from the required value-chains, as well as contribution to green policy objectives.
  • Analysis of technological needs and carbon footprint relevant for the interconnection of the aforementioned networks and resources.
  • Analysis of cybersecurity risks that future operators of essential services related to connectivity involved in the interconnection of cloud infrastructures would need to address.
  • Any preparatory work required prior to signing a contract with a supplier for the deployment of backbone networks for cloud federations (e.g., dataflow analysis, topographic definitions, analysis of rights of way).

Public administrations or public and private entities entrusted with the operation of SGIs or SGEIs should be the end users of the future infrastructures foreseen through the studies.

This topic is complementary to the actions foreseen under the Digital Europe Programme (DEP), which focuses on the deployment at large-scale of the next generation of European cloud to edge services, the associated EU marketplace, and modular middleware platforms for interoperability between different data services. Recent developments include the “Simpl” initiative, launched by the European Commission in May 2022, aiming at the development of smart middleware for a European cloud federation and for the European data spaces.

Expected results

The call aims to result in the following outcomes:

  1. Investment roadmap for achieving a robust cloud federation network in the EU with increased competitiveness and resilience of the EU computing industry in line with EU rules on data protection, security, portability and sustainability.
  2. Technological roadmap to achieve technological autonomy in critical digital computing infrastructures to process EU data, in particular through European common dataspaces. The roadmap should also include the needs for the roll-out of emerging technologies, including AI, ‘internet of things’ (IoT), HPC in the aforementioned interconnections.
  3. Definition of the requirements for energy efficiency and sustainable large-scale deployment of interconnected cloud-to-edge infrastructures across the EU territory.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.

Specific cases:

  • Entities from other countries are exceptionally eligible for projects of common interest in the field of transport, energyand digital and for cross-border projects in the field of renewable energy, if the granting authority considers their participation essential for the implementation of the action.
  • Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
  • International organisations are eligible. The rules on eligible countries do not apply to them.
  • Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
  • EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
