  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion. It also deals with cooperations between universities, health care facilities, schools and sports organisations, as well as with management and capacity building.

    Activities focussing on agricultural products, organic farming, horticulture, as well as forest management and wood products; furthermore the development of the food sector, food chains, organic food production, and seafood products and any topics related to animals and fishing.

    Agriculture and fisheries and forestry: Projects focussing on agricultural products (i.e. fruits, meat, olives, etc.), organic farming, horticulture, as well as forest management and wood products.     Soil and air quality: Projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Activities that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)
    • regional planning and development, such as the implementation of regional development policies/instruments and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and marine protected area management.
    • rural and peripheral development, referring to remote, sparsely populated areas, rural community development, and rural economics, in particular access to remote areas and policies for rural areas.

The Interreg Northern Periphery and Arctic (NPA) programme is a funding initiative supported by the European Union and non-EU participating countries. The programme's main objective is to promote cooperation among communities in the northernmost parts of Europe and North Atlantic territories to address common challenges and opportunities. The call is open for all priorities.

Call objectives

The following priorities and specific objectives have been developed within the programme:

  • P1 Innovation Capacity: Strengthening the innovation capacity for resilient and attractive NPA communities.
    • SO 1.1: Developing and enhancing research and innovation capacities and the uptake of advanced technologies
    • SO 1.2: Reaping the benefits of digitisation for citizens, companies, research organisations and public authorities
    • SO 1.3: Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments
  • P2 Climate Change and Resource Sufficiency: Strengthening the capacity for climate change adaptation, and resource sufficiency in NPA communities.
    • SO 2.1: Promoting energy efficiency and reducing greenhouse gas emissions
    • SO 2.2: Promoting climate change adaptation and disaster risk prevention, resilience taking into account ecosystem-based approaches
    • SO 2.3: Promoting the transition to a circular and resource efficient economy

Expected effects and impacts

In Priority 3, the Monitoring Committee invites both main and small-scale projects to build capacity in cooperation in particular focusing on the following topics and target groups:

  • Increase preparedness and resilience of NPA communities
    • Projects in this topic will share experience and build capacity towards one or more of the following subjects: Operations of search & rescue, building preparedness of local communities, and security of supplies. Municipalities and networks of municipalities were seen by the MC as target groups of particular relevance in these fields.
  • Preserve and experience the unique heritage of the NPA regions
    • Projects in this topic will share experience and build capacity towards one or more of the following subjects: culture and cultural heritage, natural heritage, as well as traditional knowledge and minority languages, local food resources and how to increase their awareness and use, as well as tourism. Networks of Sami and Inuit communities were seen by the MC as target groups of particular relevance in these fields.
  • Increase the wellbeing of people living in the NPA regions
    • Projects in this topic will share experience and build capacity towards one or more of the following subjects: improve health and healthcare/care services in the community; as well as mental health including addressing isolation and loneliness. Underrepresented groups such as young people, vulnerable people, and indigenous communities were seen by the MC as target groups of particular relevance in these fields.
  • Attract skills and talents needed in the NPA regions
    • NPA regions have driven innovation, capacity, and leadership in Green technologies and solutions with significant investments in innovation in the industrial, transport and building sectors, as well as efforts towards behaviour change.
    • Projects in this topic will share experience and build capacity towards one or more of the following subjects: job and skills demands in the transformative processes of the green and just transition, meet the needs of transforming communities, attraction and retention of different skills and talents.
    • No specific target groups were specially highlighted by the MC, but a broad involvement of different stakeholders is expected.
  • Enable youth to shape the NPA regions
    • Projects in this topic will share experience and build capacity towards one or more of the following subjects: increasing youth participation in regional development processes, establishing valuable youth networks/initiatives in view of impacting on regional and local development, connecting youth councils/ indigenous youth organisations across peripheral areas.
    • Youth organisations and organisations working with youth engagement were seen by the MC as target groups of particular relevance in these fields.

Expected results

The programme proposes the following (non exhaustive) types of measures:

P1 Innovation Capacity: Strengthening the innovation capacity for resilient and attractive NPA communities.

  • SO 1.1: Developing and enhancing research and innovation capacities and the uptake of advanced technologies
    • Facilitating technology transfer to, or across, the Programme area benefiting SMEs, including green technologies.
    • Facilitating commonly identified opportunities based on strengths in the programme area supported by research and innovation, including smart specialisation strategies.
  • SO 1.2: Reaping the benefits of digitisation for citizens, companies, research organisations and public authorities
    • Transfer and development of accessible digital solutions to create better conditions for people to live and work in the area. This includes technology-driven solutions for public service provision, as well as marketing models and solutions facilitating the use of distance-spanning technology to overcome long distances to market.
  • SO 1.3: Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments
    • Transfer and development of models and solutions for support to SMEs faced with commonly identified challenges and opportunities in peripheral regions with a particular focus on entrepreneurial skills and sustainable business models.
    • Transfer anddevelopment of concepts for creating networks and clusters of SMEs and connecting entrepreneurial capacities across regions as well as adapting marketing models for a greater market reach.

P2 Climate Change and Resource Sufficiency: Strengthening the capacity for climate change adaptation, and resource sufficiency in NPA communities.

  • SO 2.1: Promoting energy efficiency and reducing greenhouse gas emissions
    • Transfer and development of sustainable renewable energy generation and energy efficiency solutions suitable for cold climates and remote communities.
    • Facilitating the use of place-based energy surpluses and development of smart energy management concepts in remote communities.
  • SO 2.2: Promoting climate change adaptation and disaster risk prevention, resilience taking into account ecosystem-based approaches
    • Transfer and development of solutions that facilitate the use of community knowledge and build local capacity for climate change adaptation, risk prevention and disaster resilience in sparsely populated communities.
  • SO 2.3: Promoting the transition to a circular and resource efficient economy
    • Facilitating the transfer and development of solutions that promote resource efficiency, end-of-waste, and a better use of by-products in remote, and sparsely populated communities.
    • Facilitating the transfer and development of solutions for community planning for the circular economy in remote, and sparsely populated communities.

P3 Cooperation Opportunities: Strengthening the organisational capacity among NPA communities to make use of cooperation opportunities.

  • SO 3.1: Enhance institutional capacity of public authorities and stakeholders to implement macro-regional strategies and sea-basin strategies, as well as other territorial strategies
    • Development and transfer of capacity building concepts to engage stakeholders in cooperation based on local knowledge, supporting them to implement strategies for Northern Periphery and Arctic regions.
      • Increase preparedness and resilience of NPA communities.
      • Preserve and experience the unique heritage of the NPA regions.
      • Increase the wellbeing of people living in the NPA regions.
      • Attract skills and talents needed in the NPA regions.
      • Enable youth to shape the NPA regions.

Project partner requirements:

  • Lead Partners have to meet the following criteria:
    • They are a public sector organisation.
    • They are based in the NPA Programme area, unless they have a national remit that covers the Programme area.
  • Minimum involvement of 3 programme partner countries, at least one of which should be an EU Member State.
  • Partnerships are recommended to include at least 2 of the 3 geographical zones of the programme area: Finland-Sweden-Norway; Ireland; Faroe Islands-Greenland-Iceland.

Please note the following:

  • All projects are expected to make a special effort to include end users in their project proposals. End user involvement can be demonstrated by the composition of the partnership (e.g. involvement as full project partners, or associated partners), the involvement of end users as described in dedicated work package activities, or by attaching letters of support from end users.
  • In all activities that are approved by the NPA programme, there should be an integration of the horizontal criteria. This means that the activities should strive for sustainable development, gender equality, non-discrimination and accessibility and inclusion of underrepresented groups, including indigenous peoples and other culturally and linguistically distinct groups originating from the NPA area. Activities should be carried out with respect for fundamental rights. 

NOTE: Funding is running low in a number of Non-Member State countries! Applicants from Non-Member States are strongly advised to check if there are any national restrictions tobudget levels and programme match funding, for example by checking national information websites, or by contacting their Regional Contact Point. Please be aware that the participation of Faroese, Icelandic and Norwegian partner organisations are subject to the availability of funds.
