This call is for projects that enhance efficient public administration by promoting legal and administrative cooperation and cooperation between citizens, civil society actors and institutions, in particular, with a view to resolving legal and other obstacles in border regions.

Project Partnership
No project can be implemented by a single organization; there must be at least two partners - at least one from the Slovak Republic and one from Austria. At least one of the partners must be based in the program region.

Each project must clearly demonstrate the cooperation of the project partners - this is checked by means of the four cooperation criteria, of the four criteria at least three must be fulfilled:
- Joint preparation (mandatory)
- Joint implementation (mandatory)
- Joint financing
- Joint personnel
The SK-AT programme area is set up by the NUTS 3 regions Bratislavský kraj, Trnavský kraj, Nordburgenland, Niederösterreich-Süd, St. Pölten, Waldviertel, Weinviertel, Wiener Umland/Nordteil, Wiener Umland/Südteil and Wien.

The Project application consists of two parts:
- ITMS2014+ Project application form, which is filled in directly in ITMS2014+,
- Annexes to the project application form, which are uploaded into the ITMS2014+.
The ITMS2014+ Project application form and also the mandatory annexes are bilingual documents and must be filled in billingually in Slovak and in German language.
All mandatory annexes must be signed, uploaded and subsequently submitted together with the Project application form in the ITMS2014+ (see below). The number and type of annexes to be submitted depends on the type of project and the composition of the partnership. Annex V.2 List of annexes to projec application provides an overview of the standard annexes required for each project as well as annexes relevant for only certain types of projects. The list also indicates whether the annex is to be submitted at project level or at partner level (all project partners with financial participation, including the Lead partner). All mandatory annexes must be signed and uploaded in ITMS2014+. Preferably the title of each document is clearly related to the relevant partner and the subject, e.g. „partner name_annex xy_sk“. If any of your mandatory annexes are missing, you shall be asked to submit them within a deadline given by the MA/JS via the Call for Completion (see Part VI of the Project Implementation Manual – Assessment and selection).
