Within the specific objective of promoting competitiveness, scalability, cooperation, innovation and sustainability, including through mobility in the European audiovisual sector, one of the priorities of the MEDIA strand is to nurture talents, competence and skills and to stimulate cross-border cooperation, mobility and innovation in the creation and production of European audiovisual works, encouraging collaboration across Member States with different audiovisual capacities.
Call objectives
The objective of the Skills and Talent Development support is to enhance the capacity of audiovisual professionals to adapt to new creative processes, market developments and digital technologies that affect the whole value chain.
Particular focus will be put on supporting new creative processes (e.g. cross disciplinary creative collaboration, innovative storytelling blending creative and digital skills), harnessing digital innovation in audiovisual production (e.g. virtual production, post-production) and distribution (marketing, promotion, audience engagement); uptake of digital tools for videogames production and distribution; enhancing IP rights exploitation; green transition (aiming at promoting sustainable practices across the entire value chain).

Expected results
Training and mentoring activities to enhance the capacity of audiovisual professionals to adapt to new creative processes, market developments and digital technologies that affect the whole value chain:
- Supporting new creative processes (e.g. creative collaboration including across disciplines, innovative storytelling blending different skill sets)
- Digital transformation: trainings to equip professionals along the whole value chain with state-of-the-art digital tools and data analytics for creative storytelling, production including virtual production, post-production or marketing, promotion, audience engagement and new modes of distribution, monetization and exploitation
- Adaptation to new market trends: including development of new business models and IP rights exploitation (e.g. remakes, spin-offs, sequels, merchandising)
- Videogames: trainings to equip professionals with state-of-the-art digital tools and AI-powered technologies for creation, development, production, distribution, promotion and marketing
- Green transition of the audiovisual industry: green consultants, aiming at promoting sustainable practices across the entire value chain; trainings on the implementation of sustainability plans, including the use of tools measuring CO2 emissions
Activities may be physical or on-line or a combination of both. Programmes based on innovative methods, including Massive Open Online Courses (MOOCs) and interactive learning are encouraged to enhance access and effectiveness. The focus should be on the improvement of skills and competences adapted to the evolving technologies and market practices.
These activities do not address professionals working in the news media and social media segment (journalists, social media content creators). Activities providing only networking opportunities for audiovisual professionals are not covered by this call.
Applicants shall ensure that a majority (more than 50%) of the participants in the proposed training and capacity building come from a different country (based on the place of residence) than that of the applicant.
Additionally, 70% of participants should come (based on the place of residence) from MEDIA programme countries.
Projects should ensure a good representativeness of gender and diversity both in project organisers and participants. In addition, projects addressed to women and to participants with a diverse and disadvantaged background are encouraged.
As part of the European Commission commitment to sustainability, applicants are encouraged to limit travel activities to what is absolutely necessary for the fulfilment of the objectives of the action.
At the end of the training, participants must receive a certificate, specifying the competences acquired.
At least 20% of the total number of participants must be offered reduced fees. Reduced fees must be granted to participants coming from (based on the place of residence) low-capacity countries Group A or Group B or being (based on the place of residence) from a country not providing scholarships for this kind of training or participants in any other proven situation of need for financial support.

To be eligible, applicants (beneficiaries and affiliated entities) must be
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e:
- Creative Europe Participating countries:
- EU Member States (including overseas countries and territories)
- Non-EU countries (listed EEA countries and countries associated with the Creative Europe program(list of participating countries))
- Creative Europe Participating countries:
Applications by single applicants are allowed (single beneficiaries; affiliated entities are allowed, if needed), as well as proposals submitted by a consortium of at least 2 applicants (beneficiaries; not affiliated entities).

Specific Cases
Natural persons — Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person.
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’. Please note that if the action will be implemented by the members, they should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible).
Creative Europe Desks (CEDs) — The host organisations of Creative Europe Desks are eligible as coordinator or beneficiary in open calls, if they have procedures to segregate the project management and the information provision functions and if they are able to demonstrate cost separation (i.e. that their project grants do not cover any costs which are covered by their other grant). This requires the following:
- use of analytical accounting which allows for a cost accounting management with cost allocation keys and cost accounting codes AND application of these keys and codes to identify and separate the costs (i.e. to allocate them to either one of the two grants)
- recording of all real costs incurred for the activities that are covered by the two grants (including the indirect costs)
- allocation of the costs in a way that leads to a fair, objective and realistic result.
Countries currently negotiating association agreements — Beneficiaries from countries with ongoing negotiations for participation in the programme (see list of participating countries above) may participate in the call and can sign grants if the negotiations are concluded before grant signature and if the association covers the call (i.e. is retroactive and covers both the part of the programme and the year when the call was launched).
EU restrictive measures — Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
EU conditionality measures — Special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/2092. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc). Currently no such measures are in place. Currently such measures are in place for Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain (see Council Implementing Decision (EU) 2022/2506, as of 16 December 2022).

Proposals must be submitted electronically via the Funding & Tenders Portal Electronic Submission System (accessible via the Topic page in the Calls for proposals section. Paper submissions are NOT possible.

Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (template to be downloaded from the Portal Submission System, completed, assembled and re-uploaded)
- Part C — contains additional project data and the project’s contribution to EU programme key performance indicators (to be filled in directly online)
