short description
To enhance the capacity of regional decision makers in charge of the EU integration, their respective units and associations of subnational authorities involved into interregional coordination to take a pro-active role in the accession process of Ukraine and the implementation of the EU cohesion policy upon the country joining the EU.
Call objectives
Specific objectives:
- To provide the deputy Heads of oblast administrations in charge of the EU integration and their subordinates, as well as the associations of subnational authorities involved into interregional coordination with practical knowledge of the current state of play, thematic priorities, rules and principles of the EU cohesion policy, best practices of implementation, EU decision making and roles of the EU regions in it.
- To stimulate peer-to-peer learning and experience exchange through the joint activities for the regional decision making in the context of the EU accession.
The eligible themes related to the objectives of this call are those defined in the cohesion policy regulatory framework, namely the policy objectives listed in Article 5 CPR and the Interreg specific objectives in Article 14 Interreg Regulation.
The scope of thematic priorities to be covered by the proposed training are further defined by the EU acquis on decision making, Chapter 22 of the accession negotiations.

Expected effects and impacts
Regions of Ukraine are equipped with knowledge, best practices and skills for active participation in the EU accession process and cohesion policy planning and implementation following internal coordination at interregional level thematically.
Decision makers of Ukrainian regions possess necessary skills to advance their regional development strategies, proactively participate in the national level policy making and programming and international cooperation in the domain of regional and urban development.
Sustainability of the project results to be ensured through the knowledge transfer by means of making the learning materials available online for the next generation of regional public officials in charge of the EU integration in close coordination with the Ministry for development of regions and territories of UA.
Expected results
The scope of the call is to raise awareness about EU cohesion policy and to enhance professional competences of the regional level decision makers (deputy Heads of oblast administrations in charge of EU integration) and their subordinates, as well as associations of subnational authorities involved into interregional coordination.
The activities than can be funded are:
- desk reviews activities, data collection and analysis;
- training and learning activities;
- outreach, communication and networking activities;
- activities related to ensuring the sustainability of the project’s results.
Activities may include, as examples:
- Desk review activities on the following topics: available capacity building and available training resources on EU cohesion policy. The aim being to avoid duplication with already existing good-quality material while ensuring proper identification of training lacunae.
- Training and learning activities with certificates of completion about EU cohesion policy in the Ukrainian language covering the concept and principles of EU cohesion policy, decision making in the EU and the role of regions in it, the current architecture of EU cohesion policy, major principles and rules, thematic coverage and instruments, chapter 22 of the accession negotiations, examples of integration post accession and sharing best practice examples of the participatory role of regions in shaping EU regional policy, taking into account the specific Ukrainian context and challenges.
- Networking with relevant stakeholders.
- Outreach and information activities about EU cohesion policy: to identify, reach and engage with other regional decision makers and also with national level stakeholders.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)),
- non-EU countries: Ukraine
- not be authorities in charge of the implementation of cohesion policy within the meaning of Article 71 of the CPR Regulation 2021/1060.

Specific cases
Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible, if the granting authority considers their participation essential for the implementation of the action.
Natural persons — Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’.
Countries currently negotiating association agreements — Beneficiaries from countries with ongoing negotiations for participating in the programme (see list of participating countries above) may participate in the call and can sign grants if the negotiations are concluded before grant signature and if the association covers the call (i.e. is retroactive and covers both the part of the programme and the year when the call was launched).
EU restrictive measures — Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
EU conditionality measures — special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/2092. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc).

Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
