  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion. It also deals with cooperations between universities, health care facilities, schools and sports organisations, as well as with management and capacity building.

    Climate change and biodiversity: Projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Cultural heritage and arts: Projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism: Projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources: Projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Waste and pollution: Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity: Projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration: This is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    ICT and digital society: All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    Managing natural and man-made threats, risk management: This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training: Projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Energy efficiency: Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Renewable energy: Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social inclusion and equal opportunities: Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

     

    Health and social services: This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Safety: Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)

Call objectives

No matter how successful our efforts to mitigate further climate change will be, some impacts are or will be unavoidable in the future and we will have to adapt to a warmer world. The question is on what terms this adaptation will take place. With the new Strategy on Adaptation to Climate Change and the recently launched Mission on Adaptation to Climate Change on this issue, Europe has set out that the direction of this change will be systemic transformations towards climate neutrality and resilience, by 2050.

As nations, regions, cities and local communities are now developing their vision and pathways towards climate neutrality and resilience, increased importance is given to the role of behavioural change, and governance and organisational innovation in achieving the systemic transformations needed to regain resilience in a harsher climate future to events and hazards potentially attributable to climate change.

The objectives of this topic are to reach a better understanding on behavioural change and on how it could be scaled up and connected to the governance of the various drivers of and/or barriers to climate-friendly/climate-resilient behaviour (including EU, national and local policies) to reach the goal of climate neutrality and resilience by 2050.

The role of individual or community behavioural change in this societal transformation is to be approached as embedded in changes of informational, political, economic and technological systems. Shifts from individual values and community behaviour need to be seen as integrated with societal changes in governance, implying a combination of cultural changes and shifting social norms, alongside interventions by institutions and through the market, communications and media.

Within this scope, projects are requested to enhance the understanding of:

  • Social tipping points and leverage points in climate adaptation: to better understand the social acceptability of non-adaptive behaviours or how new adaptive behaviour would become widespread (social tipping points); to better understand how a small shift in one part of a system would generate changes across the system as a whole (leverage points); to better understand how various systems’ leverage points may eventually lead to deliberate transformative tipping points; to understand how increasingly serious threats or consequences of climate change lead to changes of individual and social perceptions and behaviours, and how it leads to changes in local adaptation policies, new social organisation forms and actions. This should also include analysis of incentives and barriers to behavioural change in different spheres of the population (according to gender, social conditions, educational level, etc.).
  • Features of good governance for systemic transformations to climate resilience: to better understand features and structures of governance and institutions to ensure economically, socially and environmentally just transformations appropriate for the local conditions, e.g. mechanisms leading to most cost-effective solutions; a fair distribution of costs and benefits of the transformations; to better understand features and structures of governance and institutions that generate a high systemic adaptive capacity, e.g. the ability to effectively leverage public-private sector investment for adaptation actions; further operationalisation of the notion of equity and justice to support the required transformative systemic adaptations in governance and policy arrangements.
  • Transformative conditions, capacities and learning feedbacks needed for systemic change: to better understand the conditions and capacities that would allow individual behaviour to fundamentally change the system in which they operate so that the system further accelerate new learning feedbacks and changes in individual behaviour, e.g. via experimentation and requiring further access to relevant knowledge and information or opportunities to engage in transformative decision-making.

Projects should focus on all relevant aspects of society, in their interactions with biophysical and climate adaptation components, including, but not limited to, relevant economic sectors, education and up-skilling and re-skilling. Moreover, participatory co-creation approaches at policy making, community, and individual levels, including direct involvement of citizens, new sustainability-oriented business organisations and societal actors where relevant considering social innovation, is highly recommended in order to create robust results. Projects should investigate the dimension of lifestyles and habits and associated factors, motivators and barriers, and be aware of the role of gender and diversity among populations and groups of populations, and how various resources and power relations can influence people’s decisions and willingness to change behaviour.

Projects are expected to contribute to and establish close coordination with the activities of the Mission on Adaptation to Climate Change. They are strongly encouraged to use the results of the Mission on Adaptation to Climate Change and the Copernicus Climate Change Service as testbed to underpin their findings.

Finally, projects are requested to develop the following outputs:

  • Concrete recommendations of operational nature to accelerate systemic change in those regions and communities that served as their case studies.
  • General guidance for all other actors at national, regional, or communal level about the most feasible and effective leverage point potentially leading to transformative tipping points, including aspects concerning interrelations, alignment and coordination of the actors/stakeholders.
  • A science for policy operational framework and indicators for assessing the potential of and progress in scaling up change in behaviour and for directing governance to achieving systemic transformations towards climate resilience.

This topic requires the effective contribution of SSH disciplines and the involvement of SSH experts, institutions as well as the inclusion of relevant SSH expertise, in order to produce meaningful and significant effects enhancing the societal impact of the related research activities.

Expected results

Projects results are expected to contribute to all of the following outcomes:

  • Support to the implementation of the EU Adaptation Strategy and the Mission on Adaptation to Climate Change.
  • Decision-makers at local, regional, national and European level are able to more effectively scale up and accelerate behavioural change for systemic transformations towards climate resilience, knowing more about relevant social tipping points, leverage points and key governance interventions in this context.
  • Citizens and civil society have a better understanding of possible individual actions they may wish to undertake or how to contribute to strategic leverage points that bring about behavioural change supporting climate resilience at larger scale. This should also include knowledge or development of possible governance structures and organisational innovations that would help to galvanise the already existing knowledge and activities in many parts of society.
  • Easier assessment of the potential of and progress in scaling up change in behaviour and creating multiple positive synergies of individual and organisational actions for directing governance to achieving systemic transformations towards climate resilience.

To be eligible for funding, applicants must be established in one of the following countries:

  • the Member States of the European Union, including their outermost regions
  • the Overseas Countries and Territories (OCTs) linked to the Member States
  • third countries associated to Horizon Europe - see list of particpating countries

Only legal entities forming a consortium are eligible to participate in actions provided that the consortium includes, as beneficiaries, three legal entities independent from each other and each established in a different country as follows:

  • at least one independent legal entity established in a Member State; and
  • at least two other independent legal entities, each established in different Member States or Associated Countries.

Any legal entity, regardless of its place of establishment, including legal entities from non-associated third countries or international organisations (including international European research organisations) is eligible to participate (whether it is eligible for funding or not), provided that the conditions laid down in the Horizon Europe Regulation have been met, along with any other conditions laid down in the specific call topic.

A ‘legal entity’ means any natural or legal person created and recognised as such under national law, EU law or international law, which has legal personality and which may, acting in its own name, exercise rights and be subject to obligations, or an entity without legal personality.

Specific cases:

  • Affiliated entities — Affiliated entities (i.e. entities with a legal or capital link to a beneficiary which participate in the action with similar rights and obligations to the beneficiaries, but which do not sign the grant agreement and therefore do not become beneficiaries themselves) are allowed, if they are eligible for participation and funding.
  • Associated partners — Associated partners (i.e. entities which participate in the action without signing the grant agreement, and without the right to charge costs or claim contributions) are allowed, subject to any conditions regarding associated partners set out in the specific call conditions.
  • Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees to protect the EU’s financial interests equivalent to those offered by legal persons.
  • EU bodies — Legal entities created under EU law including decentralised agencies may be part of the consortium, unless provided for otherwise in their basic act.
  • Joint Research Centre (‘JRC’)— Where provided for in the specific call conditions, applicants may include in their proposals the possible contribution of the JRC but the JRC will not participate in the preparation and submission of the proposal. Applicants will indicate the contribution that the JRC could bring to the project based on the scope of the topic text. After the evaluation process, the JRC and the consortium selected for funding may come to an agreement on the specific terms of the participation of the JRC. If an agreement is found, the JRC may accede to the grant agreement as beneficiary requesting zero funding or participate as an associated partner, and would accede to the consortium as a member.
  • Associations and interest groupings — Entities composed of members (e.g. European research infrastructure consortia (ERICs)) may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’. However, if the action is in practice implemented by the individual members, those members should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible

All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.

Proposals must be complete and contain all parts and mandatory annexes and supporting documents, e.g. plan for the exploitation and dissemination of the results including communication activities, etc.

The application form will have two parts:

  • Part A (to be filled in directly online) contains administrative information about the applicant organisations (future coordinator and beneficiaries and affiliated entities), the summarised budget for the proposal and call-specific questions;
  • Part B (to be downloaded from the Portal submission system, completed and then assembled and re-uploaded as a PDF in the system) contains the technical description of the project.

Annexes and supporting documents will be directly available in the submission system and must be uploaded as PDF files (or other formats allowed by the system).

The limit for a full application (Part B) is 45 pages.
