The objective is to develop transport infrastructure projects on the road, rail-road terminals and multimodal logistics platforms of the Comprehensive Network of the TEN-T.
Call objectives
Studies and / or works on roads, rail-road terminals and multimodal logistics platforms related to:
- components of the Comprehensive road Network located in Member States which do not have a land border with another Member State as stipulated in Section 3 of Part III of the Annex of the CEF Regulation;
- improving road connections to maritime and inland ports and rail-road terminals as listed in Annex II to Regulation (EU) No 1315/2013 only if rail access to/within the port does not exist, or it is not currently under construction, and as long as the project addresses a significant bottleneck;
- construction or upgrade of rail-road terminals as listed in Annex II to Regulation (EU) No 1315/2013, intermodal transport transhipment points and other publicly accessible multimodal logistics platforms located on/in proximity of the TEN-T Network, including connecting or siding tracks, power connections, electrification and adaptations for reduction of power use, vehicle and container waiting areas, adaptations for handling 740 m long trains, clean transhipment equipment for intermodal loading units based on a zero-emission fuel (e.g. electricity, hydrogen), specific equipment for rolling motorways and the transportation of semi-trailers by rail, upgrades of equipment that enable transhipment of new intermodal loading units, ICT equipment and applications improving interoperability, use of digital transport data or terminal handling such as photogates and automatic check-in and check-out equipment.
Works projects may include on-site renewable energy generation (synergetic element in accordance with Section 10.6 of the Work Programme), such as photovoltaic power plants, wind turbines etc. that is primarily used for example for activities in the terminal. Such synergetic elements must improve the socio-economic, climate or environmental benefits of the project and may not exceed 20% of the total eligible costs of the project.
Support will not be given to buildings, storage and warehouse facilities. Projects addressing roads shall be compliant with Directive 2008/96/EC as amended by Directive (EU) 2019/1936 and with Directive 2004/54/EC.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.
- EU Member States (including overseas countries and territories (OCTs))
- Third countries associated to the CEF Programme (list of participating countries)
Specific cases:
- Project applications located in associated third countries are eligible for funding in the present calls under the conditions set out in Article 8(1) of the TEN-T Regulation (EU) N° 1315/2013 and Articles 5(2) and 9(2) of the CEF Regulation (EU) 2021/1153.
- Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible for projects of common interest in the field of transport if the granting authority considers their participation essential for the implementation of the project.
- Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
- International organisations are eligible. The rules on eligible countries do not apply to them.
- Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
- EU bodies can NOT be part of the consortium.

The available call budget is split between 4 calls for proposals:
- CEF-T-2023-COMPGEN-IWWP-WORKS: Inland ports – studies, works or mixed
- CEF-T-2023-COMPGEN-MARP-WORKS: Maritime ports – studies, works or mixed
- CEF-T-2023-COMPGEN-RAIL-WORKS: Rail – studies, works or mixed
- CEF-T-2023-COMPGEN-ROADS-WORKS: Roads, rail-road terminals and multimodal logistic platforms – studies, works or mixed
The costs will be reimbursed at the funding rates fixed in the Grant Agreement:
- maximum 50% for the costs of studies,
- maximum 50% for the costs of works supporting inland ports,
- maximum 30% for the costs of works for projects supporting other transport modes, and
- maximum 70% for the costs of works in outermost regions (not applicable for works in inland ports)
You can apply for a higher project funding rate if your project concerns: cross-border links: maximum 50% (not applicable for roads and maritime ports)
The foreseen duration of the works and mixed projects should be 4-5 years maximum. For studies projects it should be 2-3 years maximum. In both cases, the end date set in the Grant Agreement will not be later than 31.12.2028.

All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.
Proposals must be complete and contain all parts and mandatory annexes and supporting documents, e.g. plan for the exploitation and dissemination of the results including communication activities, etc.
The application form will have two parts:
- Part A (to be filled in directly online) contains administrative information about the participants (future coordinator and beneficiaries and affiliated entities), and the summarised budget for the project
- Part B (to be downloaded from the Portal submission system, completed and then assembled and re-uploaded as a PDF in the system) contains the technical description of the project.
Mandatory annexes and supporting documents (templates available to be downloaded from the Portal Submission System, completed, assembled and re-uploaded):
- detailed budget table per WP/calculator
- activity reports of last year (unless exempted from operational capacity check; see section 7 of call document)
- list of previous projects (key projects for the last 4 years) (template available in Part B)
- timetable/Gantt chart
- agreement of the concerned Member State (letter of support)
- cost benefit analysis:
- for works and mixed projects with budget (total eligible costs) above EUR 10 000 000: full cost-benefit analysis (CBA) (report and cash flow template)
- for works and mixed projects with budget (total eligible costs) below EUR 10 000 000: simplified CBA calculator
- environmental compliance file (for works, for studies with physical interventions and for studies without physical interventions.
For applications concerning projects subject to an EIA, you may include a summary of the climate proofing process in the Portal Submission System under “Other Annexes".
The limit for a full application (Part B) is 120 pages.
