Content of program
Horizon Europe is the EU’s key funding programme for research and innovation with a budget of EUR 95.5 billion running from 2021-2027. It tackles climate change, helps to achieve the UN’s Sustainable Development Goals and boosts the EU’s competitiveness and growth. The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies, creates jobs, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area.
Missions in Horizon Europe
Horizon Europe will incorporate research and innovation missions to increase the effectiveness of funding by pursuing clearly defined targets. The Commission has engaged policy experts to develop studies, case studies and reports on how a mission-oriented policy approach will work.
Five mission areas have been identified, each with a dedicated mission board and assembly. The board and assembly help specify, design and implement the specific missions which will launch under Horizon Europe in 2021.
European Partnerships in Horizon Europe
Horizon Europe will support European Partnerships in which the EU, national authorities and/or the private sector jointly commit to support the development and implementation of a programme of research and innovation activities. The goal of European Partnerships is to contribute to the achievement of EU priorities, address complex challenges outlined in Horizon Europe and strengthen the European Research Area (ERA). The partnerships will aim, for example, to upgrade the preparedness and response to infectious diseases, develop efficient low-carbon aircraft for clean aviation, or improve animal health. The Horizon Europe proposal lays down the conditions and principles for establishing European Partnerships.

Unless otherwise provided for in the specific call conditions , legal entities forming a consortium are eligible to participate in actions provided that the consortium includes:
The JRC, international European research organisations and legal entities created under EU law are deemed to be established in a Member State other than those in which the other legal entities participating in the action are established.
Applications for ‘Training and mobility’actions and for ‘Programme co-fund’ actions may be submitted by one or more legal entities, provided that one of those legal entities is established in a Member State or an Associated Country.
Applications for ‘Coordination and support’ actions may be submitted by one or more legal entities, which may be established in a Member State, Associated Country or, in exceptional cases and if provided for in the specific call conditions, in another third country.
Applications for ‘Pre-commercial procurement’ actions and ‘Public procurement of innovative solutions’ actions must include as beneficiaries a ‘buyers’ group’. This group must consist of a minimum of two independent legal entities that are public procurers, each established in a different Member State or Associated Country and with at least one of them established in a Member State.

Legal entities which are established in countries not listed above will be eligible for funding if provided for in the specific call conditions, or if their participation is considered essential for implementing the action by the granting authority.
