Content of program
short description | The Digital Europe Programme is a EU funding programme focused on bringing digital technology to businesses, citizens and public administrations. The Digital Europe Programme will provide strategic funding to answer these challenges, supporting projects in 5 key capacity areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring a wide use of digital technologies across the economy and society, including through Digital Innovation Hubs. With a planned overall budget of EUR 7.5 billion, it aims to accelerate the economic recovery and shape the digital transformation of Europe’s society and economy, bringing benefits to everyone, but in particular to small and medium-sized enterprises. |
program objectives | The Digital Europe Programme is strategic in supporting the digital transformation of the EU industrial ecosystems targeting upskilling to provide a workforce for these advanced digital technologies. It supports industry, small and medium-sized enterprises (SMEs), and public administration in their digital transformation with a reinforced network of European Digital Innovation Hubs (EDIH). The Programme will accelerate the economic recovery and drive the digital transformation of Europe. Specific Objective 1- High Performance Computing The financial contribution from the Union under Specific Objective 1 – High Performance Computing shall pursue the following operational objectives:
Specific Objective 2 – Artificial Intelligence The financial contribution from the Union under Specific Objective 2 – Artificial Intelligence shall pursue the following operational objectives:
Specific Objective 3 – Cybersecurity and Trust The financial contribution from the Union under Specific Objective 3 – Cybersecurity and Trust shall pursue the following operational objectives:
Specific Objective 4 – Advanced Digital Skills The financial contribution from the Union under Specific Objective 4 – Advanced Digital Skills shall support the development of advanced digital skills in areas covered by the Programme in order to contribute to increasing Europe’s talent pool, bridge the digital divide and foster greater professionalism, especially with regard to high performance and cloud computing, big data analytics, cybersecurity, distributed ledger technologies (e.g. blockchain), quantum technologies, robotics, AI, while taking gender balance into account. In order to tackle skills mismatches and to encourage specialisation in digital technologies and applications, the financial contribution shall pursue the following operational objectives:

Project Partnership | To be eligible for funding, applicants must meet the following criteria:
Special cases: Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have a separate legal personality from the natural person). International organizations - International organizations are not eligible unless they are international organizations of European interest within the meaning of Article 2 of the Digital Europe Regulation (i.e. international organizations the majority of whose members are Member States or whose headquarters are located in a Member State). EU bodies - EU bodies (with the exception of the Joint Research Center of the European Commission) can NOT be part of the consortium. Entities without legal personality - Entities that do not have legal personality under their national law may exceptionally participate, provided that their representatives are able to enter into legal commitments on their behalf and offer guarantees for the protection of the EU's financial interests equivalent to those of legal persons. Associations and interest groups - entities composed of members may participate as "sole beneficiaries" or "beneficiaries without legal personality". |
