The INTERREG VI-A Italy–Croatia 2021-2027 Programme is launching the 3rd Call for proposal and invites interested eligible applicants to submit their project proposals. It is a targeted Call, meaning that it will particularly focus on topics that haven’t been sufficiently treated by projects funded so far, according to a gap analysis, which was carried out by the Programme.
Call objectives
The following priorities and specific objectives are addressed by this call:
- P2: Green and resilient shared environment
- SO 2.2: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution.
- P4: Culture and tourism for sustainable development
- SO 4.1: Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation
- P5: Integrated governance for stronger cooperation
- SO 5.1: Actions to support better cooperation governance
Expected results
The programme identified the (non-exhaustive) following types of measures:
P2: Green and resilient shared environment
- SO 2.2: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution.
- creating a stronger knowledge-based information and joint monitoring system necessary for embracing a new approach to biodiversity and pollution challenges
- investing in protecting marine ecosystems, exploiting good practices provided by existing protected areas, and preserving sea habitats from pollution due to human activities and from the arrival of alien fauna in the basin
- promoting public awareness especially through the development of responsible behaviour. The Italy-Croatia Programme has chosen to support beneficiaries through grants to have simple and harmonized rules, to have the most appropriate form of support to attract public co-financing and to meet the needs of target groups which are often small organizations.
P4: Culture and tourism for sustainable development
- SO 4.1: Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation
- boosting innovation and digitalisation with the aim to valorise cultural sites and activities leading to a positive impact on local communities
- investing in alternative routes and creating new integrated offers – such as experiential tourism - able to diversify the traditional flows and to reduce seasonality also supporting the creation of business and stable jobs through tourism/culture
- promoting inclusive education and training focused on a smarter strategic management of sustainable tourist destinations in order to boost the competitiveness of the sector, fostering the development of circular economy business models and support the creation of resilient and fair employment. The Italy-Croatia Programme has chosen to support beneficiaries through grants to have simple and harmonized rules, to have the most appropriate form of support to attract public co-financing and to meet the needs of target groups, which are often small organizations.
P5: Integrated governance for stronger cooperation
- SO 5.1: Other actions to support better cooperation governance (all strands)
- identifying and reducing cross-border obstacles and improvement of legal and administrative cooperation
- enhancing institutional capacities of public administration and stakeholders, thus improving their chances to participate in valuable initiatives during the programming period
- strengthening of cooperation and multi-level governance
- establishing closer cooperation in key areas such as risk management, marine spatial planning, fisheries, and aquaculture. Project Partnership
Institutions must:
- Be established under the national law of Italy or Croatia (except for international organisations;
- Have their official seat or seat of operations in the Programme area, as long as the official seat is active for at least twelve months and the seat of operation is active for at least six months before the date of publication of this call announcement and its location in the area is demonstrated through official documentation (e.g. through a public register or equivalent), to be uploaded in Jems with the application form;
- Be endowed with legal personality
Eligible applicants must belong to one of the following categories of organisations:
- Public Entities
- Local authorities: only bodies representing a population fewer than 50.000 inhabitants including bodies representing local authorities
- Bodies governed by public law, as defined in point (4) of article 2(1) of Directive 2014/24/EU on public procurement, and their associations
- Schools and educational institutions with the exclusion of universities
- Private bodies
- Non-profit organisations
- Profit-making organisations: only Micro or Small-sized enterprises
- Schools and educational institutions with the exclusion of universities
For Standard and Small-scale Projects, each organization can take part in a maximum of two proposals as Lead Applicant. Therefore, only the first two proposals received, based on the chronological order of submission in Jems, will be considered. Should the organization infringe this rule, rejection of the additional proposal will occur. This constraint is applied separately for Standard and Small-scale projects’ proposals.
The Programme encourages applicants to ensure geographic balance and establishes the following minimum requirements for the partnerships:
- at least two eligible partners, out of which at least one Italian, and one Croatian
- maximum number of partners is four (including the Lead Applicant)

The Programme area covers 33 statistical NUTS III territories (25 provinces in Italy and 8 counties in Croatia):

Trieste, Ferrara, Fermo, Barletta-Andria-Trani, Gorizia, Ravenna, Ascoli Piceno, Bari, Udine, Forlì-Cesena, Teramo, Brindisi, Pordenone, Rimini, Pescara, Lecce, Venezia, Pesaro e Urbino, Chieti, Padova, Ancona, Campobasso, Rovigo, Macerata, Foggia
Croatia:
Istarska županija, Ličko-senjska županija, Splitsko-dalmatinska županija, Primorsko-goranska županija, Zadarska županija, Dubrovačko-neretvanska županija, Karlovačka županija, Šibensko-kninska županija
Please note the budget allocation to the priorities of the call:
- SO 2.2: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution: 1,000,000 €
- SO 4.1: Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation: 1,000,000 €
- SO 5.1: Other actions to support better cooperation governance: 2,000,000 €
Point of attention: in order to allocate sufficient funds per project partner, as to ensure a significant contribution to achieving the project objective, for Standard projects a minimum amount of 150,000 € ERDF per partner and for Small-Scale projects a minimum amount of 50,000 € ERDF per partner is compulsory.

Additional Information
Project proposals must be submitted in English language and only through Jems. Timely registration in the Jems system is highly recommended. No other method of submission will be accepted, and applications submitted in any other way will be automatically rejected.
In order to confirm the willingness of the Lead Applicant to submit the proposal, the legal representative, or a duly delegated person, shall sign the Lead Partner’s Declaration and the Application Form’s print-out through a valid e-signature (certificate compliant with the Regulation on the Electronic IDentification Authentication and Signature eIDAS14) or, in case of a handwritten signature, while attaching a valid ID-document of the signatory.
The LP is in charge of the submission of the project proposal on behalf of the whole partnership and it needs to be registered on Jems in order to be able to create and submit valid proposals. For more information on how to fill-in the Application form see Guidelines for Applicants.
