The European Social Fund plus (ESF+) finances a measure to achieve the Specific Objective ESO4.8 "Promote active inclusion with a view to improving equal opportunities, non-discrimination and active participation and increasing employability, in particular of disadvantaged groups" via the Vienna Workers' Promotion Fund as the ESF+ Intermediary Body for Vienna as part of the "ESF+ Program Employment Austria & JTF 2021 - 2027" (CCI 2021AT05FFPR001) in Priority 6 "Social Innovation".
Call objectives
Funding is to be provided for the development of a concept for an innovative measure to enable practical career guidance for low-skilled employees aged 18 and over, which will help to close a gap in Vienna's career guidance services.
In addition, the implementation of the concept is being funded as part of a pilot operation. The aim of the funding is to combat and prevent poverty, increase equal opportunities on the labor market, reduce discrimination against certain groups of people and increase employability.
The target group of the project is people affected by poverty or at risk of poverty. Specifically, the measure is mainly aimed at
- People with at most a compulsory school leaving certificate or
- Persons with a higher qualification (acquired abroad) who, however, carry out activities in Austria without special qualification requirements and with a low level of responsibility and are therefore unable to use their educational qualifications on the labor market,
- from the age of 18 (from the 18th birthday),
- with residence in Vienna,
- Employees who are insured under the General Social Insurance Act (ASVG).

Expected effects and impacts
By combining practical career guidance, a gender-sensitive approach and a focus on highly sought-after occupational fields, the call is therefore intended to make a multiple contribution to poverty prevention:
- Individual: Opening up new career prospects with better income and development opportunities.
- Structural: Strengthening the potential of skilled workers in key future areas of the City of Vienna.
- Socially: Reducing gender-specific educational and employment inequalities and strengthening equal opportunities.
Expected results
The project aims to meet social needs and effectively tackle current social challenges. The focus is on the benefits for society: by improving the quality of life of disadvantaged groups, promoting social participation and strengthening social cohesion. A novel approach is used - either as a radical innovation with completely new solutions or as a targeted further development of existing models, adapted to regional conditions and specific contexts. A key component of the project is the active participation of the target groups. They are not only seen as beneficiaries, but are also involved as co-designers in all relevant phases - from needs analysis to implementation and evaluation.
The following must be presented in the application concept (rough concept) for the two project phases (creation of detailed concept, implementation of pilot operation):
Description of the approach with regard to:
- In-depth analysis of the current supply situation and the needs of the planned target group
- Description of the concept development process (involving the planned target group with suitable formats)
- Description of the focus of the content, e.g. approach for enabling practical career guidance for the target group
- Definition of objectives to be achieved with the measure to be developed
- Contribution of the project to the objectives of the ESF+ program, in particular the specific objective of Priority 6: "Social Innovation",
- Contribution of the project to the objectives of the call (see call description 2.2)
- Presentation of the benefits for the target groups
- Presentation of fulfillment of the criteria of social innovation (see call description 3.4.1)
- Networking and cooperation with relevant organizations/stakeholders
- Development and operational implementation of the designed offer
- Approaching/acquiring suitable people within the target group Subsequent referral (follow-up options)
- Regular reporting and exchange with the funding bodies in the form of steering groups. These are set up as required during the conception phase.
Mandatory concept components:
- Organizational/administrative framework conditions and compliance management system
- Applicant organization(s)
- Legal form
- Differentiation of the planned project from other areas/projects of the applicant
- Experience with the implementation of ESF+ funded projects
- Administrative framework (time recording system, system to ensure proper, ESF+-compliant accounting)
- Compliance - description of processes and regulations regarding
- corruption, gifts, money laundering, etc.
- Handling of funding (dual control principles, confirmations of factual and mathematical accuracy, payment releases)
- Dealing with employees to ensure compliance with labor law or to determine whether, for example, billed hours have actually been incurred (if necessary, transmission of documents for documentation)
- (planned) location(s) of the project implementation
- Spatial and technical infrastructure
- Accessibility by public transportation
- Description of the planned composition of the team and the deployment of personnel
- Plausibility check of the planned personnel deployment in connection with the information in the submitted financial plan (application supplement "V07.1_Finanzplan-SEK-Projektkosten", spreadsheet "Personaleinsatz") and the attached forms "V10.2_Arbeitsplatzbeschreibung MA-Kategorien".
It is also planned to hold a concept workshop (see 1.2 and 2.4) with the support of the Competence Center for Social Innovation (SI plus). Once the application has been approved, an agreement will be reached with the funding bodies regarding the date and participants. The aim of the concept workshop is to develop a common understanding of the measure to be developed and to define objectives and milestones.
Validation workshop and participation in the evaluation
Before the end of the project period, a validation workshop on the newly developed or adapted solutions is held with the involvement of the project management, the project partners involved and participants and/or stakeholders. This validation workshop is organized and implemented by the Competence Centre for Social Innovation (SI plus). The project sponsors undertake to take part in this validation workshop and to present the project results and the socially innovative character of the project.
The evaluation of the solution approach by stakeholders and/or participants during the validation workshop is the basis for determining the result indicator "Number of projects positively evaluated by stakeholders and/or participants". The project is evaluated externally on behalf of ZWIST. The project sponsor undertakes to support the evaluation in accordance with the commissioned requirements. The service hours spent on this are eligible for funding within the scope of the project in question.
Cross-sectoral principles
A contribution to the ESF+ cross-cutting objectives (equality between men and women, anti-discrimination including accessibility for people with disabilities and environmental sustainability) must be provided for in the conception of the measure and the piloting, which must be presented separately in the application (see also Chapter 3.5).

The project can be implemented by one or by a partnership consisting of a maximum of three legal entities, whereby it is not a "network project", but rather a meaningful cooperation of several organizations in the implementation of the project. Several legal entities must define one of them, which assumes responsibility for the transfer of the funding vis-à-vis the funding providers.

Persons or institutions involved in the preparation of the call may not participate in the selection procedure. In order to avoid conflicts of interest within the evaluation committee, a self-declaration will be completed by each participant in the evaluation committee. It should be noted at this point that only fully submitted documents can be evaluated and that the parties listed below were involved in this call:

Funding amount: The maximum funding amount for the funding period 01.03.2026 to 31.08.2027 is: € 700,000. 95% of the project is funded by the ESF+ and 5% by the national funding body waff.
Project duration: The project period is 18 months in total, starting on 01.03.2026 and ending on 31.08.2027. Once the application has been approved, the development of the detailed concept will begin on 01.03.2026. A funding period of 6 months is planned for this phase. In the 6th month of the concept phase, the detailed concept must be submitted to the funding bodies in written form. A PowerPoint presentation must also be prepared. The presentation, discussion and, if necessary, adaptation of the concept are carried out in consultation with the funding providers. The pilot phase will then start for 12 months, until 31.08.2027 at the latest.
Project extension: The funding body has anchored an extension and top-up option of max. € 696,430.00 and up to 10 months in the ESF+ database system IDEA in the course of creating the call. For a term of 28 months (until 30.06.2028), a total budget of a maximum of € 1,396,430.00 would be available, with 95% of the funding being provided by the ESF+.
Project area: The designed measure must be based on the needs and implementation in Vienna.

Requests for the call must be submitted in writing via the correspondence function of the IDEA database by November 7, 2025 (12:00 noon) at the latest.
The funding application must be submitted in German. Enclosures and supporting documents must be submitted in German.
The funding applicant must adhere to the available documents when preparing the funding application. The database and the attached forms must be used.
Annexes other than those required in this document are not requested, will not be paid for and will only be returned at the express request of the funding applicant. These documents are not part of the assessment in the course of the selection procedure.
The application must be entered in the database, activated and submitted as an upload in a legally valid, digital form. By doing so, the funding applicant accepts all provisions of this document without restriction.
The templates provided via the database must be used.
A timely application in accordance with the special guidelines for the ESF+ program "Employment Austria & JTF 2021 - 2027" must include the following documents and evidence
