short description
The objective of the call is to encourage innovative cross-border media literacy projects and practices across Europe among various population segments, addressing the challenges of a continuously changing digital media landscape.
Call objectives
The Cross-sectoral strand shall provide support to cross-cutting actions that support the news media sector, which shall promote media literacy in order to enable citizens to use, and develop a critical understanding of, the media and support knowledge sharing and exchanges on media literacy policies and practices.
Within the specific objective to promote policy cooperation and innovative actions supporting all strands of the Programme and to promote a diverse, independent and pluralistic media environment and media literacy, thereby fostering freedom of artistic expression, intercultural dialogue and social inclusion, one of the priorities of the Cross-sectoral strand is to promote cross-sectoral activities that aim at adjusting to the structural and
technological changes faced by the media, including enhancing a free, diverse, and pluralistic media environment, quality journalism and media, literacy including in the digital environment.
Support is foreseen for collaborative projects with clearly defined objectives to advance media literacy, addressing the following priorities:
- Provide solutions that enable citizens to develop a critical approach to the media, and to recognise and appropriately react to disinformation, information manipulation techniques, and other challenges in the online media environment.
- Build on and scale up best practices from innovative media literacy projects that take into account a changing media ecosystem, crossing cultural, national or linguistic borders, and strengthening collaboration between different regions of Europe. Innovative approaches may include novel or original ideas, methods, tools, or modes of implementation, whether online or offline.
- Consider the role of media literacy for citizen inclusiveness, civic engagement and societal resilience, including resilience against attempts to interfere with citizens’ free choice and participation in democratic processes.
Proposals should be based on a needs analysis of the target countries and target group(s) covered. The needs analysis should include (a) a clear description of the needs identified, including specific challenges faced by the target countries and target group(s) involved, (b) a mapping of already existing initiatives addressing these needs, and (c) an explanation of how the proposed activities will work towards addressing the identified challenges. Applicants may consider those countries and regions that face challenges related to media literacy, such as a low level of media literacy or high threats to media freedom and pluralism.
Applicants may cooperate actively with the European Digital Media Observatory (EDMO) regional hubs with a view to share good practices and avoid overlaps with existing media literacy initiatives.

Expected effects and impacts
- creating or scaling up cross-border collaborations to deliver projects that implement best practices across national, cultural and linguistic borders;
- developing and deploying media literacy tools and initiatives, taking into account the needs of specific target groups, including but not limited to groups with limited media literacy skills or access;
- assisting media literacy professionals in adapting their practices to rapidly evolving media formats and changing media consumption patterns.
Expected results
The following types of activities are eligible under this Call for proposals:
- Creation and/or distribution of multilingual and/or multicultural material, including interactive content to improve the digital capacities of citizens, their understanding of the media landscape, and their resilience against disinformation and information manipulation attempts.
- Development of media literacy tools and other materials for citizens, trainers, content creators, and media, targeting all or specific ages and societal groups.
- Development of innovative media literacy solutions fit for the current and future media landscape (the project can include prototypes but not focus exclusively on IT development).
- Training activities for citizens, educators, content creators, including the sharing of best practices across linguistic, national and cultural borders.
- Organisation of public events and/or workshops to raise awareness and share best practices.
- Community-led activities to tailor and make accessible media literacy tools and other materials.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- Creative Europe Participating Countries:
- EU Member States (including overseas countries and territories (OCTs))
- listed EEA countries and countries associated to the Creative Europe Programme (list of participating countries)
- Creative Europe Participating Countries:
- be established in one of the countries participating fully in the MEDIA strand of the Creative Europe Programme and owned directly or indirectly, wholly or by majority participation, by nationals from such countries. When a company is publicly listed, the location of the stock exchange will in principle determine its nationality.
Specific cases
Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations are eligible. The rules on eligible countries do not apply to them.
Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’. Please note that if the action will be implemented by the members, they should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible).
EU restrictive measures — Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
EU conditionality measures — Special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/209211. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc). Currently such measures are in place for Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain (see Council Implementing Decision (EU) 2022/2506, as of 16 December 2022).
Creative Europe Desks (CEDs) — The host organisations of Creative Europe Desks are eligible as coordinator or beneficiary in open calls, if they have procedures to segregate the project management and the information provision functions and if they are able to demonstrate cost separation (i.e. that their project grants do not cover any costs which are covered by their other grant). This requires the following:
- use of analytical accounting which allows for a cost accounting management with cost allocation keys and cost accounting codes AND application of these keys and codes to identify and separate the costs (i.e. to allocate them to either one of the two grants)
- recording of all real costs incurred for the activities that are covered by the two grants (including the indirect costs)
- allocation of the costs in a way that leads to a fair, objective and realistic result.

Proposals must be submitted by a consortium of at least 3 applicants (beneficiaries; not affiliated entities), which complies with the following conditions:
- minimum 3 independent entities from 3 different eligible countries
- consortia may include profit and/or non-profit organisations, whether private or public, such as public authorities (national, regional, local), international organisations, universities and educational institutions, media organisations, research and technology institutions, technology providers, etc.

Proposals must be submitted electronically via the Funding & Tenders Portal Electronic Submission System (accessible via the Topic page in the Calls for proposals section).
Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (template to be downloaded from the Portal Submission System, completed, assembled and re-uploaded)
- Part C — contains additional project data and the project’s contribution to EU programme key performance indicators (to be filled in directly online)
Proposals are limited to maximum 50 pages (Part B).
