short description
The specific objective of this action is to test and implement innovative models through changemaker projects, to rethink touring in the performing arts in a more sustainable, inclusive, diverse and balanced way. This action addresses applicants that are active in the performing arts sector and have a high sectorial, sub-sectorial representativity and geographical coverage.
Call objectives
In line with the current cultural policy priorities, applicants should propose a project contributing to:
1. Overarching EU priorities
Applicants must describe in their application how, in the design and implementation of their project, they intend to contribute to the EU's efforts in terms of greening and digital transitions and respond to the priorities of inclusion and gender equality as well as the international dimension and in the case of this call to support performing arts sector, its sub-sectors through projects involving Ukrainian artists, cultural professionals and organisations working in the performing arts sector.
2. The following specific priorities
- To contribute to further develop and put into practice the principles of good working conditions and fair remuneration for artists and cultural professionals based on the recommendations of the Report of the OMC group helping the sector to ‘grow’ in a social, human-centred, artistic, economic and environmental sense, with a long-term perspective.
- To incorporate activities that proactively reach out to people, both performing arts professionals and audiences, from different geographical and socio-economic backgrounds, including the younger generation, in order to ensure their equal access to distribution opportunities and a diverse artistic offer.
This action complements the other initiatives or actions under Creative Europe supporting the performing arts sector within the EU policies and the performing arts sector: the first iteration of Perform Europe over the period 2023-2026 and the European Theatre Initiative. Applicants are encouraged to look for synergies between them.
The projects should be based on the principles of good working conditions and fair remuneration of artists and cultural professionals and respect national standards and follow best practices, referring to and using, the Report of the Open Method of Coordination (OMC) group of EU Member States' experts “The status and working conditions of artists and cultural and creative professionals” and the “Mutual learning workshop on Access to social protection for artists” report”. Artists and cultural professionals should be given recognition and visibility, in particular, by being credited on all printed and online communication and dissemination material.

Expected effects and impacts
This call for proposals will select one single project which will regrant a minimum of 25 projects from all performing arts sub-sectors and disciplines.
The selected project should observe, and analyse the results of the projects which have been selected for granting and publish analysis reports which should include topics such as artists’ working conditions and fair remuneration, sustainable touring routes, inclusion, skills, employment, professions, artistic creation, youth, etc.
Expected results
Applications must present a programme of activities that will develop, implement and maintain sustainable models for cross-border touring and digital distribution in the performing arts sector.
They must include at least the 6 following types of activities:
- The management and the coordination of the overall project;
- The design, implementation and management of open call(s) to select and regrant at least 25 projects to support cross-border touring and digital distribution of performing arts works. These projects will be managed under the provisions of “financial support to third parties” (see section 6 of the Call document - Eligible activities) and implemented in the countries participating in the Creative Europe Programme (see section 6 of the Call document);
- The development of a programme of support and assistance to the grant recipients including training, mentorship and capacity building;
- The maintenance and the development of the Perform Europe digital platform developed under the first iteration of the action in order to:
- collect data, explore, map and analyse how performing arts works are presented across borders;
- foster networking and matchmaking and bring visibility to performing and distribution opportunities;
- The development and the implementation of a communication, dissemination and branding strategy both for the project and for the artists and cultural professionals;
- The analysis: gathering and dissemination of data: reports on how to ensure good working conditions and fair remuneration in practice; data on the projects and their results, etc.

Proposals must be submitted by a single applicant or by a consortium of at least 3 applicants (beneficiaries; not affiliated entities).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries i.e.:
- Creative Europe Participating Countries:
- EU Member States (including overseas countries and territories)
- non-EU countries (listed EEA countries and countries associated to the Creative Europe Programme (list of participating countries)
- Creative Europe Participating Countries:
Specific Cases
Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person.
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’ . Please note that if the action will be implemented by the members, they should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible).
Beneficiaries from countries with ongoing negotiations (see list above) may participate in the call and can sign grants if the negotiations are concluded before grant signature (with retroactive effect, if provided in the agreement).
Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
Special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/2092. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc). Currently such measures are in place for Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain (see Council Implementing Decision (EU) 2022/2506, as of 16 December 2022).

Under this call for proposals, financial support to third parties is essential to address the type of activity 2 (above).
Financial support to third parties is allowed for grants or similar forms of support and prizes under the following conditions:
- the calls must be open, published widely and conform to EU standards concerning transparency, equal treatment, conflict of interest and confidentiality
- the outcome of the call must be published on the participants’ websites, including a description of the selected projects, award dates, project durations, and final recipient legal names and countries
- the calls must have a clear European dimension.
Your project application must clearly specify why financial support to third parties is needed, how it will be managed and provide a list of the different types of activities for which a third party may receive financial support. The proposal must also clearly describe the results to be obtained (see section 2 - Activities that can be funded (scope).
In addition, financial support to third parties (FSTP) will be accepted in projects if they respect the following conditions:
- The use of at least 70% of the grant available for the FSTP (see section 3 -Available budget);
- The maximum amount of financial support that can be paid to a third party shall not exceed EUR 60 000;
- The outcomes of the call(s) must be published on the EU Funding & Tenders Portal:
- For the sub-calls published you need to be able to provide the following data: call reference, call budget, budget awarded, call publication date, call closure date, URL to F&T portal, call status, number of received proposals, number of awarded proposals;
- For the awarded beneficiaries you need to be able to provide the following data: call reference, PIC (if available), legal name, organisation type, country, funding awarded, funding paid, comment (info of each project: name of each project; members of the project partnership for touring with PIC (if available), legal name, organisation type, country; start date and end date of each selected project; a short description of each selected project and a link to the project’s website(s) and social media).
- Activities carried out by third parties must be completed during the period covered by the Grant Agreement. Only costs incurred during that period can be considered eligible.
- The proposals submitted by third parties should demonstrate that the applicant will put in place a solid management and control system to ensure that the principles of economy, efficiency and effectiveness are respected.
