Strategic Nature Projects (SNAPs)
The SNAPs support the achievement of Union nature and biodiversity objectives by implementing coherent programmes of action in the Member States and third countries associated to the LIFE Programme, in order to mainstream these objectives and priorities into other policies and financing instruments, including through coordinated implementation of the Prioritized Action Frameworks (PAFs) established pursuant to Directive 92/43/EC.
- The SNAPs will target – if possible, in an integrated way – the implementation of the following plans and strategies:
- The PAFs pursuant to Article 8 of Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (the Habitats Directive);
- National restoration plans pursuant to Article 14 of Regulation (EU) 2024/1991 of the European Parliament and the Council on nature restoration;
- Other plans or strategies adopted at international, national, regional or multiregional level by nature and biodiversity authorities and intrinsically linked to the implementation of EU nature and/or biodiversity policy or legislation and which lay down specific and measurable actions, or targets, with a clear timeline and budget.
With regard to other plans in the framework of EU nature and biodiversity legislation and policies (e.g., wildlife trafficking, pollinators, invasive alien species), the SNAPs could include but not be limited to actions to implement these plans.
In addition to focusing on the implementation of the targeted plan or strategy, SNAPs have a wider scope in line with the EU Biodiversity Strategy for 2030, including a focus on mainstreaming. SNAPs may also include concrete conservation measures, in particular where these cannot be supported through other EU funding programmes;
- at large territorial scale,
- with the involvement of all concerned stakeholders, and
- include a coordination mechanism for funding supporting complementary measures necessary for the full implementation of the targeted PAF (or other eligible strategy).
The coordinating beneficiary must submit a full SNAP proposal in response to a dedicated LIFE call for SNAPs before the end of the TA-PP project.
The submission and selection process of SNAPs is based on a two-stage procedure: submission of a concept note (stage 1), followed by a full proposal (stage 2).
The authorities competent for nature and biodiversity and responsible for PAFs implementation shall participate in the SNAPs proposals, either as applicants or, in duly justified cases, as project partners.
Applicants should ensure that the targeted Prioritized Action Framework (PAF), plan, or strategy is eligible for a SNAP. Notably, the PAF, plan, or strategy must be formally adopted by the full-proposal submission deadline, which will typically precede the end date of the TA-PP project. The SNAP proposal prepared within the framework of a TA-PP-NAT-SNAP project has to be eligible for LIFE funding and demonstrate good quality. If the final SNAP proposal fails to meet eligibility and quality standards due to the beneficiary's poor performance, negligence, or errors, the granting authority reserves the right to:
- recover any pre-financing provided, and
- declare all TA-PP project costs ineligible.

Expected effects and impacts
A Technical Assistance project for the preparation of a Strategic Nature Project is expected to support the applicant during the preparation of a good quality, eligible Strategic Nature Project (SNAP) full proposal that targets an approved Prioritized Action Framework (PAF), national restoration plan, or other eligible strategies. The proposal must demonstrate Union interest by contributing to at least one of the general objectives of the LIFE Programme (Article 3 of the LIFE Regulation).
Expected results
The overall objective of a TA-PP-NAT-SNAP project is writing a SNAP proposal. Thus, all activities undertaken as part of the TA-PP project must directly support its objective and contribute to its achievement. As a general principle, all activities included in the TA-PP project must be new and additional to the work undertaken or launched by the applicant prior to the submission of the TA-PP proposal.
Activities may include (non-exhaustive list)
- recruitment of new personnel and training for SNAP proposal development and writing,
- contracting external assistance for SNAP concept note and full proposal development and/or writing,
- collecting data for SNAP preparation (e.g., on funding sources),
- developing financing plans (if not already part of the targeted PAF, action plan, or strategy),
- mapping complementary actions and potential funding sources,
- networking, consultation, and coordination for SNAP preparation and writing,
- mapping and engaging stakeholders to be involved in the forthcoming related strategic nature project,
- development, finalisation and submission of a SNAP concept note and full proposal.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs))
- non-EU countries:
- listed EEA countries and countries associated to the LIFE Programme (list of participating countries)
- the coordinator must be established in an eligible country
Technical Assistance Projects (TA-PP) are designed to support the authorities responsible for implementing the plans, strategies, or action plans linked to the forthcoming SNAPs or SIPs, by enabling them to prepare and submit their SNAP and SIP applications.
The authority responsible for the plans, strategy, or the action plan should be in principle participating in the consortium as coordinator. In well justified cases it may participate not as coordinator, but it should in any case be part of the TA-PP project consortium.

Specific cases
Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible, if the granting authority considers their participation essential for the implementation of the action (see work programme).
Natural persons — Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’.
Countries currently negotiating association agreements — Beneficiaries from countries with ongoing negotiations for participating in the programme (see list of participating countries above) may participate in the call and can sign grants if the negotiations are concluded before grant signature and if the association covers the call (i.e. is retroactive and covers both the part of the programme and the year when the call was launched).
EU restrictive measures — Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
EU conditionality measures — Special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/2092. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc.). Currently such measures are in place for Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain (see Council Implementing Decision (EU) 2022/2506, as of 16 December 2022).

Project acronym — Your project acronym must include the word LIFE.
Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (template to be downloaded from the Portal Submission System, completed, assembled and re-uploaded)
- Part C — contains additional project data and the project’s contribution to EU programme key performance indicators (to be filled in directly online)
