It includes promoting multilevel, transnational, and cross-border governance by designing and testing effective structures and mechanisms, as well as encouraging collaboration between public institutions on various themes. 

    Innovation capacity and awareness are also key, with actions aimed at increasing the ability of individuals and organizations to adopt and apply innovative practices. This involves empowering innovation networks and stimulating innovation across different sectors. 

    Institutional cooperation and network-building play a crucial role, supporting long-term partnerships to improve administrative processes, share regional knowledge, and promote intercultural understanding. This also includes cooperation between universities, healthcare facilities, schools, sports organizations, and efforts in management and capacity building. 

    This topic focuses on strengthening the agricultural, forestry, and fisheries sectors while ensuring sustainable development and environmental protection. It covers agricultural products (e.g., fruits, meat, olives), organic farming, horticulture, and innovative approaches to sustainable agriculture. It also addresses forest management, wood products, and the promotion of biodiversity and climate resilience in forestry practices.

    In the food sector, the focus lies on developing sustainable and resilient food chains, promoting organic food production, enhancing seafood products, and ensuring food security and safety.     Fisheries and animal management are essential aspects, with an emphasis on sustainable fishery practices, aquaculture, and animal health and welfare. This also includes efforts to promote responsible fishing, marine conservation, and the development of efficient resource management systems.

    Soil and air quality initiatives play a crucial role in environmental protection and public health. This includes projects aimed at combating soil and air pollution, implementing pollution management systems, and preventing soil erosion. Additionally, innovative approaches to improving air quality—both outdoors and indoors—are supported, alongside advancing knowledge and best practices in soil and air management.

    This topic focuses on protecting the environment, promoting biodiversity, and addressing the challenges of climate change and resource management. It includes efforts to mitigate and adapt to climate change, develop low-carbon technologies, and reduce GHG emissions. Biodiversity promotion and natural protection are key aspects. 

    It also covers improving soil and air quality by reducing pollution, managing contamination, preventing soil erosion, and enhancing air quality both outdoors and indoors. Water management plays an essential role, including sustainable water distribution, monitoring systems, innovative wastewater treatment technologies, and water reuse policies.     Tourism development is also central, with actions aimed at promoting natural assets, protecting and developing natural heritage, and increasing touristic appeal through the better use of cultural, natural, and historical heritage. It also covers the improvement of tourist services and products, the creation of ecotourism models, and the development of sustainable tourism strategies. 

    This topic focuses on the sustainable management, protection, and valorisation of natural resources and areas, such as habitats, geo parks, and protected zones. It also includes preserving and enhancing cultural and natural heritage, landscapes, and protecting marine environments. 

    Circular economy initiatives play a key role, with actions aimed at innovative waste management, ecological treatment techniques, and advanced recycling systems. Projects may focus on improving recycling technologies, organic waste recovery, and establishing repair and re-use networks. Additionally, pollution prevention and control efforts address ecological economy practices, marine litter reduction, and sustainable resource use. 

    This topic covers labour market development and employment, focusing on creating job opportunities, optimizing existing jobs, and addressing academic (un)employment and job mobility. It also includes attracting a skilled workforce and improving working conditions for various groups. 

    Strengthening small and medium-sized enterprises (SMEs) and boosting entrepreneurship are key priorities. This includes enhancing SME capacities, supporting social entrepreneurship, and promoting innovative business models. Activities may focus on creating advisory systems for start-ups, spin-offs, and incubators, fostering business networks, and improving the competitiveness of SMEs through knowledge and technology transfer, digital transformation, and sustainable business practices. 

    This topic focuses on fostering community integration and strengthening a common identity by promoting social cohesion, positive relations, and the development of shared spaces and services. It supports initiatives that enhance intercultural understanding and cooperation between different societal groups. 

    Demographic change and migration address key societal challenges, such as an aging population, active aging, and silver economy strategies. It also includes adapting public services and infrastructure to demographic shifts, tackling social and spatial segregation, and addressing brain drain. Migration-related actions cover policy development, strategic planning, and the integration of migrants to create inclusive and resilient communities. 

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    This topic focuses on enhancing education, training, and opportunities for children, youth, and adults. It covers the expansion of educational access, reduction of barriers to education, and improvement of higher education and lifelong learning. It also includes vocational education, common learning programs, and initiatives supporting labour mobility and educational networks. Additionally, it addresses the promotion of media literacy, digital learning tools, and the development of innovative educational approaches to strengthen knowledge, skills, and societal participation. 

    This topic emphasizes the role of culture and media in education and social development. It supports initiatives that foster creativity, cultural awareness, and artistic expression among children and youth. Activities include promoting cross-border cooperation in the audiovisual sector, enhancing digital content creation skills, and boosting the distribution of educational and cultural media products. Furthermore, it encourages the development of media literacy initiatives, helping young audiences critically engage with digital and media content. By connecting education, creativity, and media, this topic strengthens cultural identity and supports inclusive, knowledge-based societies. 

    This topic covers actions aimed at improving energy efficiency and promoting the use of renewable energy sources. It includes energy management, energy-saving methods, and evaluating energy efficiency measures. Projects may focus on the energy rehabilitation and efficiency of buildings and public infrastructure, as well as promoting energy efficiency through cooperation among experienced firms, institutions, and local administrations. 

    In the field of renewable energy, this encompasses the development and expansion of wind, solar, biomass, hydroelectric, geothermal, and other sustainable energy sources. Activities include increasing renewable energy production, enhancing research capacities, and developing innovative technologies for energy storage and management. Projects may also address sustainable regional bioenergy policies, financial instruments for renewable energy investments, and the establishment of cooperative frameworks for advancing renewable energy initiatives. 

    This topic focuses on promoting equal rights and strengthening social inclusion, particularly for marginalized and vulnerable groups. It covers activities enhancing the capacity and participation of children, young people, women, elderly people, and socially excluded groups. Activities can address the creation of inclusive infrastructure, improving access and opportunities for people with disabilities, and fostering social cohesion through innovative care services. It also includes initiatives supporting victims of gender-based violence, promoting human rights, and developing policies and tools for social integration and equal participation in society. 

    This area focuses on improving health and social services, enhancing accessibility and efficiency for diverse groups such as the elderly, children, and people with disabilities. It includes the development of new healthcare models, innovative medical diagnostics and treatments (e.g., dementia, cancer, diabetes), and the management of hospitals and care facilities. Additionally, activities addressing rare diseases, promoting overall wellbeing, and fostering preventive health measures fall under this theme. Projects promoting multimodal transport and logistics, optimising intermodal transport chains, offering sustainable and efficient logistics solutions, and developing multimodal mobility strategies. Also, initiatives establishing cooperation among logistic centres and providing access to clean, efficient, and multimodal transport corridors and hubs. 

    Activities focusing on the sustainable development and strategic planning of urban, regional, and rural areas. This includes urban development such as city planning, urban renewal, and strengthening urban-rural links through climate adaptation, sustainable mobility, water efficiency, participatory processes, smart cities, and the regeneration of public urban spaces. Regional planning and development cover the implementation of regional policies and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and the efficient management of marine protected areas. This call is looking for cities from Ukraine and Moldova ready to participate in the programme activities and up to 10 experienced EU cities willing to share their expertise and host study visits. From November 2026 to May 2028, this new bespoke learning programme for Ukrainian and Moldovan cities aims to strengthen their capacities on urban reconstruction, revitalisation, resilience and crisis management. Activities include knowledge-sharing events, design and funding of small-scale urban actions in Ukraine and Moldova.

Call objectives

The URBACT Accelerator for Ukraine and Moldova is a targeted learning-and-action programme combining practical experimentation, tailored capacity-building and structured European peer exchange. It is designed to respond to the specific administrative, financial and institutional capacities of cities in Ukraine and Moldova, and generate transferable knowledge on urban action delivery in fragile, high-pressure and rapidly changing contexts. The bespoke programme aims to:

  • Facilitate European cooperation and build up the community of practice between cities from Ukraine, Moldova and EU Member States in the field of sustainable urban development;
  • Enhance the understanding of the EU Cohesion policy and EU sustainable urban development (SUD) framework based on integrated and participatory approaches.
  • Enable cities to design and implement small-scale actions responding to urgent and strategic urban challenges related to urban reconstruction, revitalisation, resilience and crisis management;
  • Strengthen institutional learning and preparedness for participation in future EU-funded urban initiatives.

The bespoke learning programme is structured within three complementary tracks:

  • Urban Knowledge Track offers a tailor-made set of exchange and learning activities for all the cities involved in the bespoke URBACT learning programme. It shall also reinforce the positive impact for cities from Ukraine and Moldova already involved in different URBACT networks.
  • Urban Action Lab Track provides additional support to a group of cities from Ukraine and Moldova to design, test and deliver concrete small-scale urban actions within the programme timeframe;
  • EU Mentor City Track will gather experienced EU cities providing first-hand support and coaching to cities involved in Urban Action Lab Track as well as participate in the foreseen exchange and learning activities of Urban Knowledge Track.

URBACT will capitalise on the results of this bespoke learning programme and release a digital publication documenting insight from the learning activities with an EU wide relevance.

Expected effects and impacts

At city level, participating cities are expected to:

  • Strengthen cross-departmental cooperation and stakeholder engagement practices;
  • Increase practical knowledge of integrated and participatory urban policy delivery;
  • Improve readiness for future EU-funded urban initiatives.

Specific outputs expected for cities involved in Urban Action Lab Track:

  • Develop and implement at least one small-scale, visible urban action;
  • Dynamic journal capturing the action delivery process and the learning experience on the way, reflecting on the proof of concept, key takeaways and future prospects. This output will be used for the reporting purposes.

At programme level, outputs will include:

  • Short reports or articles for each Urban Knowledge Track activity, aimed to present to an external audience the structure of the learning activity and main takeaways.
  • Digital publication documenting insights from the learning activities with an EU wide relevance based on:
    • Short reports from learning activities produced on the way
    • Surveys to all beneficiaries and team of implementation (including organisations involved in the delivery of the bespoke learning programme, external expertise etc.).

Expected results

The bespoke learning programme is expected to start in November 2026 and end in May 2028. The project stages shall be structured in the following way:

  • November & December 2026: Onboarding and contracting of the participating cities.
  • January 2027 to March 2028: Delivery of key learning programme activities.
  • April & May 2028: Project finalisation and closure activities. 

Applicants need to apply under one track: 

Urban knowledge track

Urban Knowledge track activities are dedicated to all the cities involved in the bespoke URBACT learning programme for Ukraine and Moldova. Up to 50 cities altogether are expected to be involved in these activities, including:

  • Beneficiaries from Ukraine and Moldova already participating in approved URBACT Networks (priority will be given to the partners already involved in approved URBACT networks based on the submitted expression of interest);
  • Cities from Ukraine and Moldova not yet involved in ongoing URBACT networks (the number of cities to be selected will depend on the available spots)
  • 10 cities from Ukraine and Moldova selected for the Urban Action Lab Track;
  • Up to 10 cities from EU Member States contributing as peers and mentor cities.

Urban Knowledge track provides structured learning and exchange opportunities aimed at strengthening participants’ understanding of EU sustainable urban development frameworks and practical delivery approaches. URBACT Network results, Knowledge Hub and the Toolbox will be used as the main reference content. Activities include:

  • Series of webinars: These are live online learning sessions with a duration of several hours combining information giving, case studies and methodological workshops. These sessions will complement URBACT network activities (for the cities involved in URBACT networks) and will be logically sequenced to support the cities involved in URBAN Action Lab track. The key topics to be covered are:
    • URBACT Method essentials, with a focus on integrated and participatory approaches and action learning;
    • EU enlargement essentials e.g. EU sustainable urban development policy framework and EU Cohesion Policy; 
    • Knowledge uptake, transfer and preparation for scaling impact locally, Sustainability;
    • EU funding instruments and funding observatory sessions.
  • EU city study trips: Two in-person capacity building events shall be held in two different EU countries/ cities. These will have a duration of several days combining the first-hand exploration of good practices, site visits, training of tools, and peer exchange. Up to 2 representatives per city (on average) are expected to attend these events. Each event will have a precise thematic focus and learning objectives, sequenced in the following way:
    • First study trip focusing on Urban reconstruction, regeneration and revitalisation. This event is expected to take place in early Spring 2027.
    • Second study trip focusing on Urban resilience and crisis management. This event is expected to take place in early Autumn 2027.
  • National-level URBACT events: These will be organised exclusively for the cities from Ukraine and Moldova in cooperation with respective national authorities, National URBACT Points, and local experts located in Ukraine and Moldova. The aim of these national level events is to enable:
    • The exchange of experience between cities and stakeholders involved in URBACT and other EU initiatives;
    • Networking with the regional and national authorities managing funding programmes and initiatives, as well as other relevant international organisations that could support the implementation of policies on the ground;
    • Sharing results and information with the civil society and other practitioners/ experts in the field that can support the scale up process.
  • Two national-level URBACT events in Ukraine and Moldova are expected to be organised within the framework of the learning programme:
    • First is expected to take place in late spring 2027 with focus on targeted exchange and networking;
    • Second is expected to take place towards the end of the learning programme in early 2028 with focus on sharing results and discuss future prospects with the public.

Urban Action Lab Track

10 cities from Ukraine and Moldova shall be selected for the Urban Action Lab Track. This track is dedicated to cities which are eager to develop and implement a concrete solution on the ground based on the EU principles and standards within the project timeframe. It targets cities facing clear urban reconstruction or revitalisation challenges and showing strong motivation to engage in hands-on training on integrated and participatory approaches to project design and delivery, including challenges related to urban resilience and crisis management.

The selected cities will be guided to develop and implement a quick-win solution inspired by URBACT ‘small scale action’ framework. This process is based on the participatory approach and learning by doing that shall set out the foundations of the local ecosystem of stakeholders/ actors to tackle the urban challenge in the selected urban area.

This process will also provide key learning insights for the final knowledge output (digital publication) produced by the programme. It shall include:

  • project implementation aspects exploring effective management and delivery models,
  • observation of organisational behaviour in the specific socio-political, economic and cultural context,
  • reflections around the participatory process by throwing light on why, what and how questions.

Urban Action Lab Track activities and related support include:

  • Organisation of on-site Urban Action Labs to co-design and implement small scale action/s, involving local stakeholders and relevant municipal departments, following URBACT Local Group framework and participatory principles;
  • Dedicated funding for the implementation of small-scale pilot actions;
  • Participation in learning and exchange activities foreseen under Urban Knowledge Track activities;
  • EU Mentor City support, including online coaching and the staff exchange/visit hosted by the EU Mentor City;
  • Customised thematic and methodological expertise support for each city provided by URBACT validated experts, including online coaching and, where feasible, on-site support.

EU Mentor City Track

The involvement of EU mentor cities is essential for the success of the bespoke learning programme. It aims to strengthen the practical dimension of the learning experience and build up the community of practice between cities from Ukraine, Moldova and EU Member States in the field of sustainable urban development.

Up to 10 cities from the European Union are invited to take part in mutual learning, share experience and provide practical knowledge and peer-to-peer support related to the adaptation of proven urban solutions to different institutional and contextual settings.

EU mentor cities shall be represented by experienced municipal agent/s working in local authorities from EU Member States with demonstrated experience in EU cooperation, active involvement in sustainable urban development policy areas, and the delivery of concrete urban actions based on the integrated and participatory principles.

EU mentor cities involvement includes:

  • Participation in key Urban Knowledge Track activities e.g. online training sessions and the two EU city study trips;
  • Providing first-hand online check-in/ coaching sessions to cities involved in Urban Action Labs Track, with a focus on practical implementation issues, governance arrangements and delivery challenges. Regular online sessions are expected to be organised from January 2027 – March 2028;
  • Hosting one staff exchange visit for one or several cities from Ukraine and/ or Moldova involved in the learning programme, enabling direct peer learning through exposure to real-life projects, operational practices and local governance models. The time frame and length of the staff exchange visit is to be defined based on the availability in the second half of 2027.

This call is open to all ‘cities’ from Ukraine and Moldova, as well as, EU member states (EU Mentor City Track). ‘Cities’ are defined in the URBACT IV Programme Manual as follows:

  • Cities, municipalities, towns;
  • Infra-municipal tiers of government such as city districts and boroughs in cases where they are represented by a politico-administrative institution having competences for policy-making and implementation;
  • Local agencies defined as public or semi-public organisations set up by a city, partially or fully owned by the city authority, responsible for the design and implementation of specific policies (economic development, energy supply, health services, transport, etc.).
  • Metropolitan authorities and organised agglomerations in cases where they are represented by a politico-administrative institution having delegated competences for policy-making and implementation.

IMPORTANT:

  • Cities from Ukraine and Moldova already involved in ongoing URBACT networks shall express their interest for the Urban Knowledge Track. The remaining spots will be given to other interested cities from Ukraine and Moldova.
  • Cities from Ukraine and Moldova already involved in ongoing URBACT networks interested in participating in Urban Action Lab Track are invited to apply. However, the city’s administrative capacity, added value and local impact shall be assessed accordingly.
  • Only cities from the EU member states can apply for the EU Mentor City Track.
  • ‘Cities’/ Institutions can submit more than one application as long as different municipal departments (local team) tackling a different urban challenge are interested in participating in the programme. The contact details of the local team/ department shall be provided in the application form. 
  • The cities from Ukraine and Moldova already involved in ongoing URBACT networks will be invited to participate in specific learning and exchange activities foreseen in Urban Knowledge Track regardless of their selection in the Urban Knowledge/ Urban Action Lab track. These include, notably:
    • Bespoke online sessions (webinars)
    • National-level URBACT events

The financial support is dependend on the track:

Urban knowledge track

  • Travel and accommodation costs for attendance at on-site activities will be covered by the programme for up to 2 city representatives.
  • Translation services may be provided for selected sessions, where necessary and relevant.

Urban Action Lab Track

  • Each selected city will receive a total budget of EUR 40 000, which shall cover the following costs:
    • Up to EUR 10 000 for staff-related costs; Equivalent to 1-full time work position dedicated to the URBACT project with expected work contract for the duration of the project.
    • Approximately EUR 23 000 for the design and implementation of the small-scale pilot action/s;
    • Approximately EUR 7 000 are estimated to be spent for travel and accommodation costs. It shall cover the costs for two city representatives for all expected on-site Urban Knowledge track activities.
  • The available budget is co-financed 95% by NDICI - Neighbourhood, Development and International Cooperation Instrument. The remaining amount shall be co-financed by the local municipal budget.
  • Nota bene: all participating cities in Urban Action Lab Track will sign the subsidy contract with the URBACT Managing Authority. For this operation, the programme uses the draft budgets (more details in the URBACT Programme Manual, page 75), as a simplified cost option with the intent to streamline administrative processes while maintaining accountability. The preparation of the drafts budget and reporting of all expenditures will be supported by the URBACT Joint Secretariat. Up to 20% advance payments will be made possible for all participating cities, in order to cover the costs occurring during the first months of the programme. Mid-point reporting & payment round (50% of the budget) is expected in autumn 2027 and final payment (30% of the budget) is expected when all project activities are finalised. Detailed information about the eligibility of costs, the methods for calculation and programme specific rules will provided at the start of the programme to the selected cities.

EU Mentor City Track

  • Travel and accommodation costs for the participation in on-site activities (two EU city study trips) shall be reimbursed by the URBACT Secretariat.
  • Each selected city will be able to claim the payment of direct costs occurred for mentoring activities. Around EUR 5000 are estimated to cover these costs. It can include:
    • Staff costs – Based on the working hours dedicated to the project;
    • Local costs related to the hosting of the staff exchange visit (notably related to the possible venue rental, catering, local transport, translation services…).

All ‘cities’ interested in participating in the URBACT Accelerator programme for Ukraine and Moldova, shall submit an online application form (expression of interest) in English via the EUSurvey platform.

Applicants will be invited to indicate whether they apply for:

  • Urban Knowledge Track; or
  • Urban Action Labs Track, which automatically includes participation in Urban Knowledge Track; or
  • EU Mentor City Track, which is dedicated only to EU cities.

The template of the application form (questionnaire) is annexed to this call document - Annex 2 including specific questions for each specific Track.

The Commitment Letter signed by the city’s elected representative shall be attached to the application form for the applicants applying for the Urban Action Lab Track.

The access link to the online application form - EUSurvey and the word template of the commitment letter is available on the URBACT webpage dedicated to the call. Closing date for the online submission of individual Applications is 16 July 2026 included. After this date, the online application platform will be closed.
