short description
The objective of this call is to modernise transport infrastructure and enhance the digitalisation of road transport on the TEN-T network.
Call objectives
Projects fostering the deployment of new technologies and innovation by supporting test-beds / infrastructure for autonomous vehicles [1]. The focus will be specifically on investments in infrastructure for commercial (pre-) deployment of autonomous vehicles, implementing sufficiently mature technology that do not include Research & Innovation activities.
The projects to be financed shall contribute to the deployment of highly automated vehicles on the road for real operation, requiring investment in infrastructure to ensure the efficient operation of autonomous vehicles, in two areas:
- Establishing control centers (IT equipment for remote supervision of highly automated vehicles, offering support in challenging or unexpected situations). Support is not provided to the construction of actual buildings (such as TMC building).
- Deploying digital infrastructure for accurate vehicle positioning and communication with the surrounding environment (including interaction with emergency services). Particular attention will be paid to digital infrastructure that enables the automatic transmission of driving data and the recording of events (e.g. accidents or near-accidents). Where necessary, to complement the deployment of digital infrastructure, modifying road infrastructure (such as extending merging lanes) can also be supported, as long as demonstrated to be limited to the necessary for the objectives of deployment of autonomous vehicles.
In both cases applicants are expected to explain in their application if/how their project will use EU harmonized (e.g. C-ROADS) and sovereign digital infrastructure.
Projects may be complementary to those financed by Horizon Europe [2].
Projects can be located on the core, extended core and/or comprehensive network as well as in urban nodes of the TEN-T network. In case the application covers certain road sections outside the TEN-T network, applicants have to justify their need and demonstrate their positive effects for the TEN-T network.
Support is not provided for the funding of vehicles, vehicles equipment and alternative fuels infrastructure.
[1] The funded infrastructure should be in line with Directive 2010/40/EU as amended by EU 2023/2661 on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport if relevant.
[2] The Horizon Europe call “Flagship-pilot: large-scale demonstrations of CCAM (CCAM Partnership) HORIZON-CL5-2026-10-D6-01” finances research and demonstration projects on the integration of technologies, testing, validation, operation, public engagement, awareness campaigns, other research and eventually vehicles.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs))
- Countries associated to the CEF Programme (list of participating countries)

Specific cases
Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible for projects of common interest in the field of transport, energy and digital and for cross-border projects in the field of renewable energy, if the granting authority considers their participation essential for the implementation of the action.
Natural persons — Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Countries currently negotiating association agreements — Beneficiaries from countries with ongoing negotiations for participating in the programme (see list of participating countries above) may participate in the call and can sign grants if the negotiations are concluded before grant signature and if the association covers the call (i.e. is retroactive and covers both the part of the programme and the year when the call was launched).
EU restrictive measures — Special rules apply for entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
EU conditionality measures — Special rules apply for entities subject to measures adopted on the basis of EU Regulation 2020/2092. Such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc). Currently such measures are in place for Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain see Council Implementing Decision (EU) 2022/2506, of 15 December 2022).

Proposals must be submitted electronically via the Funding & Tenders Portal Electronic Submission System (accessible via the Topic page in the Calls for proposals section). Paper submissions are NOT possible.
Proposals (including annexes and supporting documents) must be submitted using the forms provided inside the Submission System (NOT the documents available on the Topic page — they are only for information).
Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (template to be downloaded from the Portal Submission System, completed, assembled and re-uploaded)
- mandatory annexes and supporting documents (templates to be downloaded from the Portal Submission System, completed, assembled and re-uploaded):
- detailed budget table per WP (budget must be rounded down to the nearest thousand)
- activity reports of last year (unless exempted from operational capacity check; see section 7 of the Call Document)
- list of previous projects (key projects for the last 4 years) (template available in Part B)
- timetable/Gantt chart
- letters of support (MS agreement)
- environmental compliance file
- other annexes (if applicable)
Proposals are limited to maximum 120 pages (Part B).
In order to ensure efficiency in EU funding interventions, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to the eligible costs of no less than € 1,000,000.00. Where possible, related projects should be grouped and submitted as one proposal.
