short description
The EIT Urban Mobility is thrilled to launch the new edition of the SME Market Expansion Open Call. The Call is designed to promote business growth and market expansion, encouraging the replication and scaling of successful solutions in new regions or sectors. It offers a strategic platform for SMEs with ambitions to scale by expanding into new markets.
Call objectives
The SME Market Expansion Open Call is a mono-beneficiary call that supports small and medium-sized enterprises (SMEs) in accelerating the commercial deployment of a significantly improved product or service by expanding into a new customer segment, sector or geographical market.
The Call targets SMEs with commercially mature solutions that have already demonstrated market validation and are ready to expand beyond their current market. Projects should focus on adapting, validating and demonstrating the proposed solution with a committed end client, generating evidence that supports commercial adoption, future replication and scale-up.
Each project is implemented in collaboration with an end client, either a public or private organisation, that actively participates in testing and demonstrating the proposed solution in a real operational environment. This collaboration enables SMEs to validate their solution under real operating conditions, build customer references and strengthen their commercial offering in the target market.
The Call is intended for SMEs seeking to accelerate commercial adoption through market expansion rather than early-stage research or technology development.
The aim of this call is to support SMEs in expanding into new customer segments, sectors, or geographical markets by deploying a significantly improved product or service with strong commercial potential.
For the purpose of this Call, market expansion means entry into a new customer segment, new sector, or a new geographical market in which the applicant does not yet have an established commercial presence. Applicants must clearly explain how the target market differs from their current customer base and commercial activities. Previous exploratory activities or limited testing do not necessarily constitute an established commercial presence, provided that the proposed project represents a genuine new expansion opportunity.
This Call contributes to the implementation of the EIT Urban Mobility Business Plan 2026–2028 by supporting the market deployment, replication and scaling of solutions aligned with its five priority domains. These priority domains provide the common strategic framework for EIT Urban Mobility’s innovation activities and represent the areas in which EIT Urban Mobility is best positioned to deliver measurable environmental, societal and commercial value.
For the purposes of this Call, the five Call topics correspond to EIT Urban Mobility's five priority domains:
- Urban Logistics
- Public and Shared Transport
- Electrification of Transport and Alternative Fuels
- Mobility Data Management
- Health and Mobility

This call is open to mono-beneficiary proposals submitted by a single SME that meets all of the following requirements:
- The SME must be registered as a legal entity, before the official call deadline, in a Member State of the European Union or a Third Country associated with Horizon Europe.
- The SME must employ a minimum of three (3) full-time equivalent (FTE) staff members in the EU Member States and/or Horizon Europe associated countries.
In line with the objectives of this call, which aims to support the market expansion of SMEs established in EU Member States and associated countries with Horizon Europe, participation and funding are limited to entities established in these eligible countries. This ensures that the call delivers impact across the EIT Urban Mobility and European ecosystems. Therefore, entities established in non-associated non-EU countries from the low- to middle-income countries are not eligible for participation or funding under this call.
An SME may submit multiple proposals; however, only one proposal per applicant can ultimately receive funding. If several proposals are submitted by the same SME, only the highest-scoring proposal may be invited to the online panel hearing stage.
EU restrictions on participation
EU restrictive measures - Entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU) as well as Article 75 TFEU, are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, third parties giving in-kind contributions, subcontractors or recipients of financial support to third parties (if any).
Special rules also apply to entities covered by Commission Guidelines No 2013/C 205/0522.
Legal entities established in Russia, Belarus, or in non-government controlled territories of Ukraine - Given the illegal invasion of Ukraine by Russia and the involvement of Belarus, there is currently no appropriate context allowing the implementation of the actions foreseen in this programme with legal entities established in Russia, Belarus, or in non-government controlled territories of Ukraine. Therefore, even where such entities are not subject to EU restrictive measures, such legal entities are not eligible to participate in any capacity. This includes participation as beneficiaries, affiliated entities, associated partners, third parties giving in-kind contributions, subcontractors or recipients of financial support to third parties (if any). Exceptions may be granted on a case-by-case basis for justified reasons.
With specific regard to measures addressed to Russia, following the adoption of the Council Regulation (EU) 2024/1745 of 24 June 2024 (amending Council Regulation (EU) No 833/2014 of 31 July 2014) concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine, legal entities established outside Russia but whose proprietary rights are directly or indirectly owned for more than 50% by a legal person, entity or body established in Russia are also not eligible to participate in any capacity.
Measures for the protection of the Union budget against breaches of the principles of the rule of law in Hungary - Following the Council Implementing Decision (EU) 2022/2506, as of 15 December 2022, no legal commitments can be entered into with Hungarian public interest trusts established under the Hungarian Act IX of 2021 or any entity they maintain. Affected entities may continue to apply to calls for proposals and can participate without receiving EU funding, as associated partners, if allowed by the call conditions. However, as long as the Council measures are not lifted, such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties, etc.). In case of multi-beneficiary grant calls, applicants will be invited to remove or replace that entity in any funded role and/or to change its status into associated partner. Tasks and budget may be redistributed accordingly.
Restrictions for the protection of European communication networks - The protection of European communication networks has been identified as an important security interest of the Union and its Member States. For further information, please refer to the Horizon Europe, Work Programme 2025, General Annexes, B – Eligibility on page 14.
