The objectives of LIFE Technical Assistance – Replication (TA-R) projects are to facilitate the upscaling or replication of results funded under the LIFE programme or, where relevant to fulfil the objectives of the LIFE programme, under another EU-funded programme. Only proposals in the field of ‘Environment’ (i.e. ‘Nature and Biodiversity’ and ‘Circular Economy and Quality of Life’) will be eligible for this call.
Call objectives
The TA-R projects could co-finance the activities necessary:
- to prepare the up-scaling and/or replication of the results of previous LIFE projects or of other Union programmes, as long as they contribute to the objectives of the LIFE programme
- to facilitate the access of an operation contributing to the LIFE objectives to other financial instruments. This support for investment and replication appears strategic in view to supporting the materialization of green investments on the ground.
As a general principle, all activities included in the TA-R project must be new and additional to the work undertaken or launched by the applicant prior to the project.
Expected effects and impacts
A proposal for a Technical Assistance – Replication (TA-R) project is expected to go beyond the sustainability requirements and the replication and transfer strategy and/or close-to-market Business plan that is a mandatory deliverable in LIFE projects.
As such, it should exceed the replication/transfer efforts and objectives foreseen in the preceding LIFE project and/or it should address issues emerging during a LIFE project that could not be solved during its duration, despite being extremely relevant for the success and sustainability of the project’s results. In case of proposals based on other EU-funding programmes, similar criteria will be applied.
The proposals must also demonstrate that the proposed action is of Union interest by making a contribution to the achievement of one of the general objectives of the LIFE Programme set out in Article 3 of the LIFE regulation and by contributing to the aims and specific objectives of the LIFE sub-programme “Nature and Biodiversity” or of the LIFE sub-programme “Circular Economy and Quality of Life” as set out in sections 2.1 and 2.2 of the Multiannual work programme for the implementation of the LIFE Programme for the years 2021-2024 (C(2021) 4997 final Annex I).
If relevant, projects must upload a Geographic Information System (GIS) file and associated data of the specific geographical area where the intervention took place as a deliverable in their final report. This map should enable to spatially visualise the impact already reported in the KPI database. The specific format and technical requirements of the GIS files will be provided to the supported projects during their implementation.

Expected results
In general, and amongst others, the activities:
- should not be research;
- should not include statutory responsibilities of the competent authority;
- should be completed within the duration of the TA-R project;
- should be clearly related to the objective(s) of the TA-R project.

Project Partnership
TA-R projects are designed to enable upscaling and/or replication of results funded under previous LIFE projects or of other Union programmes, as long as they contribute to the objectives of the LIFE programme. The former project beneficiary should in principle be the coordinator of the TA-R project. In well justified cases it may participate not as a coordinator, but it should in any case be part of the TA-R project consortium.
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs))
- non-EU countries:
- listed EEA countries and countries associated to the LIFE Programme (associated countries) or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature (list of participating countries)
- the coordinator must be established in an eligible country
Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations are eligible. The rules on eligible countries do not apply to them.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Financial support to third parties is allowed under the following conditions:
- the calls must be open, published widely and conform to EU standards concerning transparency, equal treatment, conflict of interest and confidentiality
- the calls must remain open for at least two months
- the outcome of the call must be published on the participants’ websites, including a description of the selected projects, award dates, project durations, and final recipient legal names and countries
- the calls must have a clear European dimension.

Proposals must be submitted electronically via the Funding & Tenders Portal Electronic Submission System (accessible via the Topic page in the Search Funding & Tenders section. Paper submissions are NOT possible.
Project acronym — Your project acronym must include the word LIFE.
Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded)
- Part C (to be filled in directly online) containing additional project data
- Mandatory annexes and supporting documents (to be uploaded):
- detailed budget table (mandatory excel template available in the Submission System)
- participant information (including previous projects, if any)

Proposals are limited to maximum 50 pages (Part B).
