    When looking for a phrase in the free text bar, the system will perform an exact-match search. This means that it will search the database for the exact words, in their exact order. However, you can opt for two different approaches:

    1. You can use “AND”, in this way: One AND Two. EuroAccess will look in the database for the fields which records contain both One and Two, regardless of their order and their position in any sentence.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion.     Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage.     Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.

Support is provided for policy cooperation and activities to develop new policies that can lead to modernisation and reform in the fields of education and youth at EU and system level.

program objectives

Key Action 3 provides support to policy cooperation at European Union level, thereby contributing to the development of new policies, which can trigger modernisation and reforms, at European Union, and systems' level, in the fields of education, training youth and sport.

The Actions implemented through this Key Action are aimed to:

  • prepare and support the implementation of the EU policy agenda on education, training, youth and sport by facilitating the governance and functioning of the Open Methods of Coordination;
  • carry out European policy experimentations, led by high-level public authorities and involving field trials on policy measures in several countries, based on sound evaluation methods;
  • gather evidence and knowledge about education, training, youth and sport systems and policies at national and European level, with a view to facilitate reasoned policy-making;
  • facilitate transparency and recognition of skills and qualifications, as well as the transfer of credits, to foster quality assurance, support validation of non-formal and informal learning, skills management and guidance;
  • foster policy dialogue with stakeholders within and outside the European Union, through conferences, events and other activities involving policy makers, practitioners and other stakeholders in the fields of education, training, youth and sport, to raise awareness about the relevant European policy agendas and to promote Europe as an excellent study and research destination;
  • improve the implementation of the programme in qualitative terms by facilitating knowledge and practice transfer among National Agencies, equipping National Agencies and Commission with "think-tank" resources that allow for elaboration of activities and strategies to implement the programme in stronger connection with policy developments, providing instruments for better exploiting the potential of synergies and complementarities;
  • provide opportunities for people at any stage of their life with a learning experience abroad within their field of expertise, such as public governance, agriculture and rural development, new technologies, enterprise etc.;
  • allow Erasmus+ implementing bodies to act as facilitators to the scaling-up of Erasmus+ projects to apply for grants or develop synergies through the support of the European Structural and Investment Funds managed at national and regional level, the Framework Programme for Research and Innovation, and the programmes relating to migration, security, justice and citizenship, health and culture;
  • support events, campaigns and other activities which will inform citizens and organisations about the Erasmus+ programme and European Union policies in the fields of education, training, youth and sport;
  • contribute to identifying and disseminating good practices as well as success stories from the supported projects in order to give them more visibility and scale them up at local, national and European levels.

Key Action 3 covers many other Actions in support of policy reform in the education, training and youth fields that are implemented directly by the European Commission or through specific calls for proposals managed by the Education Audio-visual and Culture Executive Agency. These actions are grouped in the following sections:

Expected results

The Actions implemented through Key Action 3 are intended to produce the main following results:

  • improved quality, equity and inclusiveness education and training systems as well as youth and sport policies;
  • higher degree of transnational cooperation and mutual learning between competent authorities and policy makers in the fields of education, training, youth and sport;
  • increased knowledge and analytical capacity to support evidence-based policies in the fields of education, training, youth and sport;
  • availability of sound comparative international data and appropriate secondary analyses for European and national policy making;
  • improved tools for assessment, transparency and recognition of skills and qualifications acquired through formal, non-formal and informal learning;
  • good functioning of European networks in charge of guidance and implementing tools that foster the transparency and recognition of skills and qualifications acquired through formal, non-formal and informal learning;
  • active involvement of civil society networks and non-governmental organisations in policy implementation;
  • increased participation of young people and youth stakeholders in the EU Youth Dialogue;
  • increased levels of participation of individuals in sport and physical activity;
  • higher degree of exchanges of good practices, dialogue, mutual learning and cooperation among policy makers, practitioners and stakeholders from EU Member States, third countries associated to the programme and third countries not associated to the programme;
  • increased public awareness about European policies in the fields of education, training, youth and sport as well as increased awareness about the results of the Erasmus+ Programme;
  • greater synergies with other EU Programmes, such as the Cohesion Policy Funds, Horizon Europe, as well as with funding schemes at national or regional level.

Erasmus+ is open to many individuals and organisations, although eligibility varies from one action to another and from one country to another.

Individuals can take part in many of the opportunities funded by Erasmus+, although most will have to do so through an organisation taking part in the programme. The eligibility of individuals and organisations depends on the country in which they are based.

Eligible countries are divided into two groups, Programme countries and Partners countries. Although Programme countries are eligible for all actions of Erasmus+, Partner countries can only take part in some, and are subject to specific conditions.
