Content of program
short description | The activities in Cluster 2 "Culture, Creativity and Inclusive Society" are primarily aimed at researchers and applicants from the humanities, social and cultural sciences and the arts. Projects on the various topics in this cluster make an innovative and application-oriented contribution to important and forward-looking research and social issues in Europe. European society is undergoing profound socio-economic and cultural change. Globalisation and technological innovation have accelerated this change. At the same time, income inequality has increased in most European countries. Forward-looking policies are needed to promote sustainable and inclusive growth, gender equality and well-being, and to reduce inequalities. |

Expected effects and impacts | Proposals for topics under this Destination should set out a credible pathway to contributing to the following targeted expected impacts of the Horizon Europe Strategic Plan:
Inclusive growth is boosted and vulnerabilities are reduced effectively through evidence-based policies for protecting and enhancing employment, education, social fairness and tackling inequalities, including in response to the socio-economic challenges due to the COVID-19 pandemic. |

The JRC, international European research organisations and legal entities created under EU law are deemed to be established in a Member State other than those in which the other legal entities participating in the action are established. Applications for ‘Training and mobility’actions and for ‘Programme co-fund’ actions may be submitted by one or more legal entities, provided that one of those legal entities is established in a Member State or an Associated Country. Applications for ‘Coordination and support’ actions may be submitted by one or more legal entities, which may be established in a Member State, Associated Country or, in exceptional cases and if provided for in the specific call conditions, in another third country. Applications for ‘Pre-commercial procurement’ actions and ‘Public procurement of innovative solutions’ actions must include as beneficiaries a ‘buyers’ group’. This group must consist of a minimum of two independent legal entities that are public procurers, each established in a different Member State or Associated Country and with at least one of them established in a Member State.
