The cluster "Civil Security for Society" supports the implementation of EU policy priorities in the areas of security, cyber security and civil protection. The aim is to provide new knowledge and innovation to help responders and managers manage and prevent criminal activities, terrorist threats, cyber threats and crises and disasters.

The goal of this destination is to bring improved prevention, investigation and mitigation of impacts of crime, including of new/emerging criminal modi operandi (such as those exploiting digitisation and other technologies). Such an approach needs to be based on a deeper knowledge of human and social aspects of relevant societal challenges, such as child sexual exploitation, violent radicalisation, trafficking of human beings, disinformation and fake news, corruption and cyber criminality, including support to victims.

Horizon Europe - Cluster 3 - Destination 2: Effective management of EU external borders

The cluster "Civil Security for Society" supports the implementation of EU policy priorities in the areas of security, cyber security and civil protection. The aim is to provide new knowledge and innovation to help responders and managers manage and prevent criminal activities, terrorist threats, cyber threats and crises and disasters.

This destination addresses, among other, objectives identified by the Security Union Strategy [[COM(2020) 795 final.]] as well as the border management and security dimensions of the New Pact on Migration and Asylum [[COM(2020) 609 final.]]. As such, topics included under the destination are aimed at ensuring strong European land, air and sea external borders. This destination will develop knowledge and technologies that may be taken up by other instruments, such as the Integrated Border Management Fund, that will enable exploitation of research results and final delivery of the required tools to security practitioners.

The cluster "Civil Security for Society" supports the implementation of EU policy priorities in the areas of security, cyber security and civil protection. Digital disruption, notably caused by malicious cyber activities, not only threaten our economies but also our way of life, our freedoms and values, and even try to undermine the cohesion and functioning of our democracy in Europe. Cybersecurity research and innovation activities will support a Europe fit for the digital age, enabling and supporting digital innovation while highly preserving privacy, security, safety and ethical standards.

The cluster "Civil Security for Society" supports the implementation of EU policy priorities in the areas of security, cyber security and civil protection. The aim is to provide new knowledge and innovation to help responders and managers manage and prevent criminal activities, terrorist threats, cyber threats and crises and disasters.

This Destination supports the implementation of international policy frameworks (e.g. the Sendai Framework for Disaster Risk Reduction, the Paris Agreement, Sustainable Development Goals), EU disaster risk management policies tackling natural and man-made threats (either accidental or intentional), European Green Deal priorities including the new EU Climate Adaptation Strategy, as well as the Security Union Strategy and the Counter-Terrorism Agenda.

The cluster "Civil Security for Society" supports the implementation of EU policy priorities in the areas of security, cyber security and civil protection. The SSRI Destination has been designed with the purpose to serve equally to all the expected impacts of Cluster 3. While the other destinations of this cluster offer research and innovation activities to develop solutions to address specific security threats or capability needs, the SSRI Destination will contribute with instruments that will help bringing these and other developments closer to the market.

Digitalisation and technological progress are shaping all areas of the economy and society and influencing industrial development - including space research. Cluster 4 "Digitisation, Industry and Space" of Horizon Europe supports digital as well as key industrial and space technologies that are of strategic importance for Europe's industrial future. The aim is to build a resilient, green and digital Europe.

Activities under this Destination focus on the twin green and digital transition providing a green productivity premium to discrete manufacturing, construction and energy-intensive industries, including process industries. This will make an essential and significant contribution to achieving climate neutrality in the European Union by 2050, and to the achievement of a circular economy.

Digitalisation and technological progress are shaping all areas of the economy and society and influencing industrial development - including space research. In the first Work Programme, topics under Destination 2 "Increased autonomy in key strategic value chains for resilient industry" will tackle missing segments in strategic areas and value chains, to strengthen the EU’s industrial base and boost its competitiveness and open strategic autonomy. In addition, it will explore how increased circularity has the potential to increase the open strategic autonomy of EU industry through the more efficient use of resources and secondary raw materials.

New cloud/edge technologies with enhanced performance enabled by AI will increase European autonomy in the data economy required to support future hyper-distributed applications.

The objective of this heading is to develop a strong supply chain for connectivity, increase European competitiveness and autonomy in Internet infrastructures, and to contribute to a reduction of the growing global energy consumption of the Internet and of the industry vertical users of the Internet, and to other key SDG’s such as affordability and accessibility to infrastructures. The topics under this work programme address in particular the need to develop micro electronic components and systems supporting future disaggregated Radio Access Networks and components enabling the advent of all optical networks for ultra low consumption and ultra high security networks.

R&I will support policy targets, develop nature-based solutions and holistic approaches to address the main causes of biodiversity loss, particularly in connection to production systems, bringing all sectors together to be integrated in ecosystem-based management. Investments in R&I will help to protect and restore the integrity of terrestrial, aquatic and marine ecosystems, currently under multiple pressures, and protect and restore their capacity to deliver a wide range of essential services.

The farm to fork strategy aims to address these challenges and to deliver co-benefits for environment, health, society and the economy, ensuring that actions leading to recovery from the COVID-19 crisis also put us onto a sustainable path going forward. Research and innovation (R&I) are key drivers steering and accelerating the transition to sustainable, safe, healthy and inclusive food systems, from farm to fork, thereby ensuring food and nutrition security for all.

This destination and its topics target climate-neutral circular and bioeconomy transitions, covering safe integrated circular solutions at territorial and sectoral levels, for important material flows and product value chains, such as the textile, electronics, plastics and construction sectors, as well as key bioeconomy sectors such as sustainable bio-based systems, sustainable forestry, small-scale rural bio-based solutions, and aquatic value chains.

The goal of research, development and innovation in Cluster 6 is to expand knowledge, build capacity and develop innovative solutions in these relevant areas. This includes, above all, the transition to a sustainable circular economy and the use of natural resources, as well as food security for all.

In line with the objectives of the European Green Deal and the 2030 Climate Target Plan, and other relevant EU legislation this destination seeks to halt and prevent pollution by focussing the work programme 2021-2022 on fresh and marine waters, soils, air, including from nitrogen and phosphorus emissions, as well as on the environmental performance and sustainability of processes in the bio-based systems.

Horizon Europe - Cluster 6 - Destination 5: Land, ocean and water for climate action

The goal of research, development and innovation in Cluster 6 is to expand knowledge, build capacity and develop innovative solutions in these relevant areas. This includes, above all, the transition to a sustainable circular economy and the use of natural resources, as well as food security for all.

Assessing the impacts of climate change on our land and marine environments, natural resources, agriculture and food systems, and identifying mitigation options and adaptation pathways, requires interdisciplinary and multidisciplinary research and investments across a broad range of activities. Research is needed to better understand who or what is exposed and sensitive to these changes, their underlying vulnerability, the associated costs and adaptive capacity. Research is also required to provide mitigation options that reduce the risk of long-term climate change.

Horizon Europe - Cluster 6 - Destination 6: Resilient, Inclusive, Healthy and Green Rural, Coastal and Urban Communities

The goal of research, development and innovation in Cluster 6 is to expand knowledge, build capacity and develop innovative solutions in these relevant areas. This includes, above all, the transition to a sustainable circular economy and the use of natural resources, as well as food security for all.

Under this destination, transdisciplinary R&I with a strong social and behavioural sciences dimension, and attention to gender aspects, will foster a sustainable, balanced and inclusive development of rural, coastal and urban areas in three different ways. Firstly, it will aim to increase our understanding of the differential impacts of climate, environmental, socio-economic and demographic changes on rural, coastal and urban areas in order to identify ways to turn these changes into equal opportunities for people wherever they live, enhancing territorial cohesion and enabling a just transition. Secondly, it will explore innovative ways to tailor policy responses to the place-based challenges identified at various levels of governance. Thirdly, it will support bottom-up community-led innovation to empower communities to develop, test and upscale solutions that answer global challenges in locally adapted ways.

Horizon Europe - Cluster 6 - Destination 7: Innovative Governance, Environmental Oberservations and Digital Solutions in Support of the Green Deal

The goal of research, development and innovation in Cluster 6 is to expand knowledge, build capacity and develop innovative solutions in these relevant areas. This includes, above all, the transition to a sustainable circular economy and the use of natural resources, as well as food security for all.

R&I activities under this destination aim at experimenting with new ways to govern the transition process and modernising the governance, in particular by making information and knowledge available and accessible. R&I for governance to support the Green Deal shall provide insights into institutional barriers such as lock-ins, path dependency, political and cultural inertia power imbalances and regulatory inconsistencies or weaknesses.

Creative Europe

"Creative Europe" is the European Union's programme for the European cultural and creative sector for the period 2021-2027. The programme brings together actions supporting the European cultural and creative sectors, which means all sectors whose activities are based on cultural values and artistic and other individual or collective creative expressions, whether those activities are market - or non-market-oriented, whatever the type of structure that carries them out; and irrespective of how that structure is financed.

Creative Europe - Culture Strand

Cultural funding under the EU's Creative Europe 2021-2027 programme covers the entire arts, culture and creative sector. Funding is provided for transnational cooperation projects, European networks and platforms, literary translations, mobility of arts and culture professionals and sector-specific activities.

Creative Europe - Media Strand

The MEDIA strand of the Creative Europe programme supports the European film and audiovisual industries to develop, distribute and promote European works, taking into account today’s digital environment.

Creative Europe - Cross-Sectoral Strand

The Cross-sectoral strand aims at reinforcing collaboration between different cultural and creative sectors, in order to help them address the common challenges they face and find innovative new solutions. This is achieved for instance through policy cooperation, the services provided by the Creative Europe desks, and the Creative Innovation Lab.

Citizens, Equality, Rights and Values programme

This programme aims to protect and promote rights and values as enshrined in the EU Treaties and the Charter of Fundamental Rights in particular by supporting civil society organisations active at local, regional, national and transnational level.

Erasmus+ 2021-2027 is the EU Programme in the fields of education, training, youth and sport, which are key areas that support citizens in their personal and professional development. High quality, inclusive education and training, as well as informal and non-formal learning, ultimately equip young people and participants of all ages with the qualifications and skills needed for their meaningful participation in democratic society, intercultural understanding and successful transition in the labour market. Spending time in another country to study, to learn and to work should become the standard, while speaking two other languages in addition to ones’ mother tongue should be the norm.

Erasmus+ - Key Action 1 – Learning Mobility of Individuals

The focus is on mobility - the stay abroad - of learners, teachers, staff, young people and professionals in the fields of education and youth. The aim is to achieve a positive and sustainable impact for participants and participating organisations. Mobility projects can be submitted by organisations working in the field of education and youth.

Erasmus+ - Key Action 2 – Cooperation among Organisations and Institutions

Support is provided for cooperation projects between organisations. These aim to exchange good practice, use new technologies, develop innovative teaching and learning methods, support non-formal learning and develop common tools and activities at local, regional, national or European level.

Support is provided for policy cooperation and activities to develop new policies that can lead to modernisation and reform in the fields of education and youth at EU and system level.

Erasmus+ - Jean Monnet Actions

The Jean Monnet actions offer opportunities in the field of higher education and in other fields of education and training. The Jean Monnet actions contribute to spread knowledge about the European Union integration matters.

European Regional Development Fund

The European Regional Development Fund (ERDF) aims to strengthen economic, social and territorial cohesion in the European Union by correcting imbalances between its regions. In 2021-2027 it will enable investments in a smarter, greener, more connected and more social Europe that is closer to its citizens.

Erasmus+ - Sport Actions

Erasmus+ actions in the field of sport promote participation in sport, physical activity, and voluntary activities. They are designed to tackle societal and sport-related challenges. Opportunities are available for organisations under 3 Calls which address these challenges. A specific call on Capacity Building in the field of sport is also available as of 2022. It targets EU Member States and third countries associated to the Programme and the Western Balkans.

Interreg Alpine Space programme

The Alpine Space programme is a European transnational cooperation programme that funds alpine-wide projects. It provides a framework to connect stakeholders from various sectors and different policy levels from seven Alpine countries. Key players from academia and administrative, business and innovation sectors, as well as policy-makers work together to tackle common challenges and develop joint solutions for the Alpine area. Sharing their experiences and expertise, they strive towards improving the quality of life for the Alpine citizens.

Connecting Europe Facility for Energy

The Connecting Europe Facility (CEF) for Energy is the EU funding programme to implement the Trans-European Networks for Energy policy. It aims at supporting investments in building new cross-border energy infrastructure in Europe or rehabilitating and upgrading the existing one.

Connecting Europe Facility - Digital

The 2nd generation of the Connecting Europe Facility (CEF-2 programme) “Digital” strand (2021-2027) aims to support and catalyse investments in digital connectivity infrastructures of common interest.

Interreg Danube Region Programme

The Danube Region Programme (DRP) promotes economic, social and territorial cohesion in the Danube Region through policy integration in selected fields. In order to achieve a higher degree of territorial integration of the very heterogeneous Danube region, the transnational cooperation programme acts as a policy driver and pioneer to tackle common challenges and needs in specific policy fields where transnational cooperation is expected to deliver tangible results.

LIFE - sub-programme “Clean Energy Transition”

Building on the success of the Intelligent Energy Europe (2003-2013) and Horizon 2020 Energy Efficiency (2014-2020) programmes, the LIFE Clean Energy Transition sub-programme continues to support the delivery of EU policies in the field of sustainable energy, in particular, the European Green Deal, the Energy Union (2030 energy and climate targets) and the European Union’s 2050 long-term decarbonisation strategy.

LIFE - sub-programme “Nature and Biodiversity”

The Nature and Biodiversity sub-programme will aim at the protection and restoration of Europe’s nature and halting and reversing biodiversity loss. Thus, the LIFE Nature and Biodiversity sub-programme will continue to fund nature conservation projects, in particular in the areas of biodiversity, habitats and species. It will support projects that contribute to the implementation of the EU Birds and Habitats directives, and in particular the development and management of the Natura 2000 network, and the IAS Regulation, and will support achieving the objectives of the EU’s biodiversity strategy for 2030, part of the EU Green Deal.

EU4Health programme 2021-2027

The Justice Programme is running from 2021 to 2027. It contributes to the further development of a European area of justice based on the rule of law, including independence and impartiality of the judiciary, on mutual recognition, mutual trust and judicial cooperation. It is strengthening democracy, rule of law, and fundamental rights. This programme forms part of a new Justice, Rights and Values Fund together with the Citizens, Equality, Rights and Values programme.

Asylum, Migration and Integration Fund

The Asylum, Migration and Integration Fund (AMIF) is set up for the period 2021-2027, with a total of € 9,880,000,000.00. The Fund aims to further boost national capacities and improve procedures for migration management, as well as to enhance solidarity and responsibility sharing between Member States, in particular through emergency assistance and the relocation mechanism.

Interreg Italy-Croatia

The Interreg Italy-Croatia CBC Programme 2021-2027 will be focussing on the blue economy, capitalising previous cooperation experiences and creating stronger synergies with EUSAIR. Cross-border cooperation among the territories overlooking the Adriatic Sea has been encouraged by Interreg Italy-Croatia Programme during the 2014-2020 programming period and will be further supported in the forthcoming period 2021-2027.

Interreg Euro-MED

Interreg Euro-MED supports projects, initiatives and policies related to climate change and the environment in line with the priorities and specific objectives set out by the European Commission for the Cohesion policy. 

Interreg Poland-Slovakia

The Cooperation programme addresses the most important cross-border challenges which are linked to the implementation of the Europe 2020 strategy in the Polish-Slovak border region. The Interreg VI-A IPA Programme Croatia-Bosnia and Herzegovina-Montenegro will support cross-border cooperation between the participating countries in the upcoming programming period 2021-2027. Expected Programme results will contribute to reaching the goals set by the European Green Deal and underlined by the United Nations 2030 Agenda for Sustainable Development.

Interreg Hungary-Slovakia

The programme Interreg V-A Slovakia-Hungary aims at the joint protection, development and touristic utilization of the border regions' common natural and cultural heritage. This includes joint water management, disaster avoidance, the creation of the right conditions for the renewal of cultural and architectural heritage and the development of cross-border sustainable tourism.

Interreg Bulgaria-North Madedonia

The INTERREG VI-A IPA Bulgaria - North Macedonia 2021-2027 programme is a cross-border cooperation programme aiming to strengthen the territorial cohesion in the cross-border region between the Republic of Bulgaria and the Republic of North Macedonia by providing support for increasing the competitiveness of SMEs and laying the foundations for the creation of cross-border value chains (cooperative cross-border markets), improving mobility and connectivity in the region with the construction of border crossings to deal with the growing traffic of people and goods between the two countries, as well as supporting joint actions to protect the environment and protect the biodiversity of the cross-border region that combine protection and conservation or focus on sustainable solutions for the protection of biological diversity and development of green infrastructure.

Interreg Hungary-Serbia

Interreg VI-A IPA Hungary Serbia is an initiative implemented within the 2021-2027 European Union financial framework, under the Instrument for Pre-Accession Assistance (IPA). The main aim of the Programme is to foster and encourage the harmonious cross-border development of the region, by co-financing great ideas by non-profit organizations from the Programme’s territory.

URBACT IV

For the period 2021-2027, URBACT IV builds on the legacy of past Programmes and includes even more opportunities for cities to make positive change. The current Programme integrates the crosscutting EU priorities of digital, green and gender-equal policy-making into its activities.

The Innovation Fund is one of the world’s largest funding programmes for the demonstration of innovative low-carbon technologies. The Innovation Fund provides grants for projects aiming at commercial deployment of innovative low-carbon technologies, with the objective of bringing to the market industrial solutions to decarbonise Europe and support its transition to climate neutrality.

Interreg Greece-Bulgaria

The Interreg Cooperation Programme Greece – Bulgaria  is a cross-border cooperation programme aims at promoting cross border cooperation by bringing together the different actors of the cross border area, in order to strengthen the development of the region and its transformation into a centre for sustainable development.

Interreg Slovenia-Croatia

The Interreg SI-HR programme supports cross-border cooperation between Slovenia and Croatia in the programming period 2021-2027.

Interreg Italy-Albania-Montenegro

Interreg IPA Italy-Albania-Montenegro is a programme aiming to promote economic growth and intensify cooperation in the low Adriatic area, by implementing joint actions between national and regional institutional and not-for-profit actors and by fostering smart, inclusive and sustainable development.

Interact holds an enabling role among territorial cooperation programmes. It provides services free of charge to Interreg, Interreg-IPA CBC and ENI CBC stakeholders.
